In order for the Party Congress of the Corps to truly be a broad political activity in the entire unit, the Party Committee of the 34th Corps determined that, first of all, it must lead and direct the preparation and successful organization of party congresses at all levels in the Party Committee of the Corps. The Standing Committee and the Party Committee of the 34th Corps have led and directed party committees and organizations at all levels to thoroughly grasp and seriously implement the directives and instructions of the Central Committee, the Central Military Commission, and the General Department of Politics of the Vietnam People's Army on party congresses at all levels towards the 14th National Congress of the Party; issued documents directing, guiding, and training on unified awareness, processes, methods, and practices throughout the Party Committee of the Corps.

To date, 100% of Party cells, Party committees of departments, Party committees at grassroots level, and Party committees directly above the grassroots level have successfully organized congresses for the 2025-2030 term. The elected leaders of the Party Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee and Chairman of the Inspection Committee are highly trusted.

The Standing Committee and the Party Committee of the Corps have directed the preparation of the 1st Congress of the Corps Party Committee in a comprehensive, principled, methodical and scientific manner. Five subcommittees were established to assist, including: Document subcommittee, personnel subcommittee, protection subcommittee, propaganda subcommittee, and security and service subcommittee. After being established, the subcommittees met, developed plans, and assigned specific tasks to each member. In particular, in the process of preparing draft congress documents, the Corps Party Committee thoroughly implemented the regulations, instructions, and strict, elaborate, and scientific preparation procedures. Organized to collect comments from subordinate party committees and congresses of party committees; the Standing Committee and the Party Committee of the Corps met 11 times to receive and complete, ensuring that the documents submitted to the congress were the crystallization of the intelligence, responsibility, belief, vision, and aspiration of all cadres, party members, and soldiers in the entire Corps. Prepare personnel for the congress in accordance with procedures and principles, so that the new Party Executive Committee and Standing Committee must truly be exemplary in political qualities, intelligence, moral qualities, lifestyle, capacity, and prestige; be the center of solidarity in the Party Committee, Party organization, and unit; have vision, innovative thinking, and high fighting spirit.

The congress's political report identified the theme "Promoting the heroic tradition of predecessor units, building a clean, strong, exemplary Party organization; a revolutionary, disciplined, elite, modern Corps, successfully completing all assigned tasks"; at the same time, objectively, comprehensively and frankly assessing the results of leadership in implementing tasks since the Corps' establishment to date; identifying directions, 7 main groups of targets with 27 specific targets, 13 groups of tasks, and solutions for the 2025-2030 term in accordance with the practical situation and tasks of the Corps.

In particular, in the face of the complex and unpredictable developments of the world and regional situation and the requirements of the task of building a revolutionary, disciplined, elite and modern Army Corps 34, in the coming term, the Party Committee of the Army Corps has determined to resolutely implement "three breakthroughs", including: Breakthrough in improving the quality of training, political education , and ideological management; promoting the cultural values of Uncle Ho's soldiers in the new period. Breakthrough in improving the quality of regular construction, discipline management, and ensuring safety; organizing forces; administrative reform and digital transformation. Breakthrough in improving the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members.

At the same time, synchronously implement solutions, focusing on improving research, forecasting, and consulting capacity with the Central Military Commission and the Ministry of National Defense, and building, adjusting, supplementing, and completing plans and systems of combat readiness documents in accordance with the Corps' organization and the two-level local government model. Lead training and practice exercises close to the reality of modern warfare forms; strengthen night training; mobile training; situational training; training close to the mission, target, area, and combat environment. Continuously improve the quality of regular construction, discipline management, safety assurance, administrative reform, digital transformation, and innovation in logistics, technical, and financial support for the Corps' missions. Promote studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with the Campaign to Promote Tradition, Contribute Talents, and Be Worthy of Uncle Ho's Soldiers in the New Era and campaigns at all levels and sectors with new ways of doing things and creative models...

The success of the 1st Congress of the Party Committee of the 34th Corps for the 2025-2030 term will create a premise for building a revolutionary, disciplined, elite, and modern Corps, meeting the requirements of mobility and combat to protect the Fatherland in the new situation; worthy of the trust of the Party, State, Central Military Commission, Ministry of National Defense and people for the Corps' officers and soldiers.
