On the morning of July 10, the National Assembly Standing Committee gave its opinion on the National Assembly 's report on people's petitions for the months of April, May and June 2025.

Accordingly, in August, the National Assembly committees will hold explanatory sessions related to two main groups: fake drugs and fake food.

Regarding the high school entrance exam and high school graduation exam, the Chairman of the Committee for Culture and Society emphasized that these are two very big issues. With the high school entrance exam, we will have to discuss and debate very carefully the issue of student streaming and how to organize high school.

At the same time, in the policy discussion to amend the Law on Vocational Education , the Ministry of Education and Training proposed the direction of developing vocational high schools. That is, the spirit of encouraging students to study high schools more. If this policy can be handled, the pressure of the high school entrance exam will be reduced, the pressure of the exam will be reduced. The Ministry of Education and Training has reported this content to the National Assembly Standing Committee.

Regarding the high school graduation exam, Mr. Vinh said that public opinion has reflected a lot on the exam questions of some subjects being very difficult compared to last year. This is the first time the high school graduation exam has been organized according to the new general education program, operating with many sets of textbooks in parallel. Therefore, the exam questions are more practical and have more content outside the program.

"This is a very new issue so it can also have an impact. Students' adaptation to new testing methods and formats is also an issue. This is also a highly specialized issue, so the Committee has asked the Ministry of Education and Training to report. Along with that, we will consult with general education experts, experts with in-depth knowledge of test making and will have a specific report," said Mr. Vinh.

According to Mr. Vinh, the general view is that the exam questions need to be highly classified and quality-oriented, to avoid not being able to classify students and then placing them all at the same level. Then, universities will not be separated or classified, which will affect the quality of training at the university and post-secondary levels.

Regarding improving foreign language skills for students and gradually making English the second language in schools, Mr. Vinh cited Conclusion 91 of the Politburo, clearly identifying the importance of English in the integration period.

"We want people, especially the current young generation, to be better educated, aiming to use English fluently for better integration. However, our current education system does not meet the requirements, so the Politburo wants to innovate and improve the quality of English training in schools," said Mr. Vinh.

The Chairman of the Committee on Culture and Society also said that at the university level, many countries in the world have training programs in English. When surveying the postgraduate (PhD) programs at some major universities such as Hanoi University of Science and Technology and Ho Chi Minh City National University, they have initial training programs in English.

According to him, the platform wants at least a team of officials and businessmen to be fluent in English, and more broadly, a large proportion of people to be fluent in this language tool.
