The Vietnam Road Administration has just issued a document with specific instructions on reviewing and maintaining the policy of reducing road service fees at toll stations, ensuring the rights of people after localities merge administrative units.

Specifically, after the rearrangement of administrative units at district and commune levels, a number of localities and BOT enterprises have commented on adjusting the scope of subjects entitled to fare reduction policies for vehicles around toll stations due to changes in administrative boundaries and the organization of two-level local governments.

Considering that the fare reduction must ensure the feasibility of the project's financial plan, the Roads Department said that for toll stations in the main BOT project, vehicles within a 5km radius around the station will receive a discount. For special projects, the radius can be extended to a maximum of 10km. For stations with special characteristics (toll collection on bypass routes, expressway support routes, mixed toll collection), the discount range must not exceed a 10km radius around the station, depending on the specific conditions of each station.

The Vietnam Road Administration has submitted to the Ministry of Transport (now the Ministry of Construction ) and received approval for a price reduction plan for 41 BOT projects nationwide, which has basically harmonized the interests of the State, investors and people, while contributing to stabilizing the situation at BOT stations, ensuring publicity, transparency and security and order.

The Department of Roads recommends that investors and project enterprises coordinate with local authorities to review the list of vehicles eligible for discounts, identify the name of the new administrative unit corresponding to the old unit to maintain the subjects and scope of policy benefits; clarify the address and identity of the vehicle according to the National Population Database, ensuring correct identification of subjects.

The People's Committees of provinces and cities direct relevant agencies to closely coordinate in verifying information, ensuring security and order at toll stations and supporting investors in the process of reviewing and updating the list of vehicles after administrative boundary changes./.
