Pursuant to Decision No. 88/QD-TTg dated January 20, 2017 of the Prime Minister on strengthening the capacity to manage and effectively enforce the law on copyright and related rights protection until 2020, with a vision to 2025, and Document No. 993/BVHTTDL-BQTG dated March 14, 2017 of the Ministry of Culture, Sports and Tourism on developing a Plan to implement Decision No. 88/QD-TTg dated January 20, 2017 of the Prime Minister, the People's Committee of Gia Lai province (old) issued Plan No. 1449/KH-UBND dated April 13, 2017 on implementing the Project on strengthening the capacity and effectively enforcing the law on copyright and related rights protection in Gia Lai province until 2020, with a vision to 2025; Binh Dinh Provincial People's Committee issued Plan No. 100/KH-UBND dated December 18, 2019 on implementing the Project to strengthen management capacity and effectively enforce laws on copyright and related rights protection by 2020, with a vision to 2025 in Binh Dinh province.
Thereby, in recent years, local departments and branches have developed plans to implement propaganda, dissemination of legal education integrated with dissemination of legal regulations on copyright and related rights and achieved many positive results, contributing to raising awareness of law enforcement and protection of copyright and related rights for relevant organizations and individuals in the province.

Accordingly, the Department of Culture, Sports and Tourism regularly guides organizations and individuals in the province to register copyright and related rights at the Copyright Office to be granted a Certificate of Copyright Registration for cultural and artistic works and creations to protect their legitimate rights and interests. The province's art units, agencies, units and organizations participating in cultural and artistic activities in the province have strictly implemented the regulations on payment of royalties and remuneration when using works of fine arts, photography, theater and other performing arts, creating a high consensus between authors and users of works.
The Provincial Police have directed the Police of units and localities to proactively coordinate with relevant functional units, regularly organize propaganda and dissemination of laws on copyright and related rights in many forms, proactively grasp the situation, deploy professional and technical measures to detect and collect information and documents on the activities of individuals and organizations violating the provisions of the law on copyright and related rights.
The Provincial Market Management Department (now the Gia Lai Provincial Market Management Sub-Department) has directed the Market Management Teams to regularly disseminate and guide the implementation of legal documents on copyright and related rights to business organizations and individuals; at the same time, coordinate with relevant functional forces to inspect and strictly handle organizations and individuals circulating goods in the domestic market that violate legal regulations on copyright and related rights.
In addition, departments and branches organize professional training courses, integrate the implementation of legal documents related to copyright and related rights protection for grassroots cadres and civil servants to thoroughly grasp and implement. Regularly send professional staff to attend conferences, seminars, training courses, and professional development on intellectual property law enforcement organized by central ministries and branches, in order to improve professional capacity to perform assigned tasks.
Every year, departments, branches and localities develop plans to disseminate laws, raise awareness and sense of law compliance for businesses, organizations and individuals. Regularly guide businesses, organizations and individuals to conduct business activities in compliance with legal regulations on copyright and related rights. Organize dialogue conferences with businesses to disseminate, raise awareness and sense of law compliance, and at the same time approach and remove difficulties and obstacles for businesses in import-export activities, circulation of goods and services on copyright and related rights.
In addition, the Department of Culture, Sports and Tourism regularly guides businesses and business owners to fulfill their obligations to request permission and pay royalties to authors and copyright owners (through organizations representing collective copyright and related rights) when using works in performing arts and cultural service businesses in accordance with the provisions of law. In the fields of publishing and journalism, royalties are paid to authors in accordance with regulations.
However, in order to make the enforcement of laws and protection of copyright and related rights more effective, the Department of Culture, Sports and Tourism of Gia Lai province proposes: In the coming time, the Ministry of Culture, Sports and Tourism shall continue to issue guiding documents, specifying the enforcement of laws on copyright and related rights to improve the effectiveness and efficiency of implementation in practice and the requirements of international integration; Strengthen the organization of training courses, professional development for the team of officials and civil servants in state management at the provincial and communal levels to enforce the law on copyright and related rights; provide training on the inspection and handling of violations of copyright and related rights to improve professional qualifications, better meet the tasks in the new period.../.
