Director of Nghe An Department of Agriculture and Environment proposes solutions to overcome the cumbersome and complicated land administrative procedures

Responding to questions from delegates of Nghe An Provincial People's Council regarding cumbersome administrative procedures on land; Director of the Department of Agriculture and Environment Hoang Quoc Viet proposed 4 groups of solutions to overcome the problem.

At the question and answer session on the implementation of mechanisms and policies to improve the investment and business environment, remove difficulties for enterprises; overcome limitations and improve the Provincial Competitiveness Index (PCI), Director of Nghe An Department of Agriculture and Environment Hoang Quoc Viet answered the question of Provincial People's Council delegate Nguyen Thuy An regarding the cumbersome and complicated administrative procedures on land, causing difficulties for people and enterprises.

Mr. Hoang Quoc Viet admitted that administrative procedures in the land sector are still cumbersome and complicated; at the same time, he said that officials in the Agriculture and Environment sector are aware of this issue.

Mr. Viet also affirmed: In the past time, implementing the drastic direction of the Provincial Administrative Reform Steering Committee headed by the Provincial Party Secretary Nguyen Duc Trung, the Nghe An Department of Agriculture and Environment has seriously, drastically and regularly reviewed and cut down procedures and processing time, and increased the application of information technology to ensure faster and more effective processing of land administrative procedures. According to the Director of the Department of Agriculture and Environment, the department receives and processes more than 7,000 sets of documents every day.

The Director of the Department of Agriculture and Environment of Nghe An also acknowledged the questions of the provincial People's Council delegates along with the feedback of voters and people in the province to continue to propose the National Assembly, the Government, and the Ministry of Agriculture and Environment to study and consider amending the law and related decrees.

Within the scope of the sector's responsibilities, in the coming time, the Department of Agriculture and Environment will conduct training for staff in the field throughout the province, especially staff and civil servants at the commune level, because Decree No. 151 of the Government has decentralized many land procedures to the commune level. Along with that, administrative procedures are publicized and transparent on the network environment and posted in 130 communes and wards; increasing the rate of online administrative procedure settlement, currently reaching 80%.

Director Hoang Quoc Viet also said: "The 2024 Land Law is still difficult for many officials in the industry to understand; therefore, the industry clearly defines its responsibilities and will establish working groups to go to localities to guide the team of officials, commune-level civil servants, people and businesses in the direction of "holding hands and showing how to do things"".
