Less form, more substance

Preparations for the organization of the Party Congresses of communes, wards, and special zones for the 2025-2030 term are taking place in Ho Chi Minh City and many provinces and cities across the country. The policy of organizing congresses economically and avoiding formalities issued by the Ho Chi Minh City Party Committee is creating a new model: a frugal congress close to the people. Previously, each congress was often associated with the brilliant images of flags, flowers, stages, banners, and slogans. Although these elements created a joyful and exciting atmosphere, they still showed a formality, causing unnecessary waste.

Therefore, the recent dispatch of the Ho Chi Minh City Party Committee requesting wards, communes, and special zones in the area not to organize art performances or accept congratulatory flowers for the congress has received much support. Similarly, the Nghe An Provincial Party Committee also issued a dispatch not to organize welcoming art performances or to stop buying gifts for congress delegates. These moves do not lessen the congress's spirit, but on the contrary, demonstrate practical sympathy for the people in flood-affected areas who are suffering heavy losses due to landslides and flash floods.

If we consider each unit separately, saving a flower basket, a few souvenirs or a few banners may not be significant. But when multiplied across thousands of localities and units across the country, the amount of money saved is huge. If those resources are redirected to essential projects such as building rural roads, supporting poor families, building charity houses... it will bring much more practical and long-term value.

Many party members also frankly commented that the core values of the congress should be expressed through the spirit of innovation and democracy in personnel work; the thoroughness in preparing documents and the way of listening and absorbing opinions from the grassroots. The congress may lack dancing and singing, but it cannot lack the spirit of innovation, especially the deep connection between party members and the people. From there, many localities have been flexible and creative in creating momentum for the congress.

Some places organize forums for the Party Committee to directly listen to the opinions of the people; some places publicize the targets, tasks, and major projects in the new term to create consensus from the beginning. In some other places, instead of spending the budget on formalities, Party organizations create highlights with many public works and practical activities to care for people's lives. That could be the groundbreaking of upgrading an alley, the inauguration of a school, or the implementation of an administrative reform model...

These actions make people feel more clearly their central role in all policies and decisions of the Party.

Ho Chi Minh City is a model for organizing practical and modern congresses. The city has launched a high-level emulation campaign of "100 days of streamlined, strong, efficient, effective and efficient activities" to welcome Party Congresses at all levels, towards the 1st Ho Chi Minh City Party Congress. Many wards, communes and special zones have implemented a series of public works such as repairing schools, upgrading alleys, and launching administrative reform models to serve the people. There is no need for banners or slogans; these specific works are the practical actions, demonstrating a congress without ostentation and in the spirit of service.

When cadres and party members practice thrift even in the most important events of the Party, it is a practical action that demonstrates exemplary behavior. The policy of Ho Chi Minh City, Nghe An and many other provinces and cities has conveyed a clear message: The Congress is a milestone, affirming that a new term begins with practical actions and has lasting value. With such convincing and creative ways, many localities are proving that, as long as they clearly demonstrate the spirit of serving the people and the country, the congress there is solemn enough and inspiring enough to start a term of innovation, creation and development.
