Hanoi gives 8 reasons for not merging Hoan Kiem district

The Hanoi People's Committee has just completed the Master Plan for the arrangement of district and commune-level administrative units for the period 2023-2025. Of which, the City has one district-level unit (Hoan Kiem District) and 173 commune-level administrative units subject to merger due to not meeting the criteria on area and population.

According to the National Assembly Standing Committee, the district must have a minimum area of 35 km2 and a population of 150,000. Hoan Kiem meets the population standard, but only reaches 15% of the area (5.35 km2). However, Hanoi believes that Hoan Kiem district should not be merged for 8 reasons.

Specifically, Hoan Kiem is the administrative, political , economic and cultural center of Hanoi. The district has a stable administrative boundary, formed before 1945, has a long history, culture, religion, beliefs, customs, practices, geographical location, associated with the historical tradition of Dai La, Thang Long, Dong Do, of the thousand-year-old capital Hanoi.

The Old Quarter consists of 10 wards with long-standing historical and cultural traditions that need to be preserved and maintained, including: Hang Dao, Hang Bac, Hang Gai, Hang Bo, Hang Bong, Hang Buom, Hang Ma, Cua Dong, Dong Xuan, Ly Thai To, associated with the formation of the 36-street area, with 5 O gates from the beginning of the 20th century.

Most wards in Hoan Kiem district have their own village tutelary god worshipping beliefs, which have existed for hundreds of years. Hanoi's Old Quarter has been ranked as a "National Historical Relic"; there are two special National Relics: Bach Ma Temple and the historical and scenic relics of Hoan Kiem Lake and Ngoc Son Temple.

The name of the district is associated with the legend of "returning the sword" after the war of national liberation of King Le Thai To, expressing the desire for peace of the Vietnamese people.

Hoan Kiem District is the administrative, political, economic and cultural center of Hanoi City.

In addition, the planning around Hoan Kiem Lake is a unique entity, inheriting history, culture, and architecture, divided into 3 main areas: the old quarter, the Hoan Kiem Lake area and vicinity, and the old quarter, maintaining a stable form from 1990 to present.

In recent years, Hoan Kiem district's economy has continuously grown strongly and sustainably; the main economic structure is trade, tourism, and services (since 2019, this industry group has accounted for more than 98%). The state budget revenue in the area has exceeded the city's assigned plan every year (in 2021 and 2022, it reached more than 14,000 billion VND).

In addition, the City People's Committee is directing the development of large and important projects, such as: Preserving, embellishing and promoting the historical and cultural values of the old quarter into a heritage area; developing the floating area in the middle and along the Red River into a multi-functional cultural park; researching and proposing solutions to exploit and promote the value of sidewalks and roadsides on some streets in the district...

Last August, at a dialogue with the Vietnam Fatherland Front at all levels of Hanoi City on issues of people's livelihood, which the capital's people are interested in, Secretary of the Hanoi Party Committee Dinh Tien Dung said that the City will seriously implement the Central's policy on administrative unit arrangement, but Hoan Kiem district is very special so the spirit is to keep it the same .
