Hanoi requests free provision of electronic invoice software

On July 1, Hanoi City People's Committee issued Document No. 3837/UBND-KT urging the use of electronic invoices.

Pursuant to Official Dispatch No. 88/CD-TTg dated June 12, 2025 of the Prime Minister on strengthening the management and use of electronic invoices generated from cash registers, improving the efficiency of tax management for sales activities, providing online services to consumers, the Hanoi People's Committee assigned the Tax Department of Region I to preside over and coordinate with functional agencies in the city to propagate and disseminate regulations, policies, and application of new technologies to business households and individuals.

Promote the use of electronic invoices, especially electronic invoices generated from cash registers; help people, businesses, households and individual traders understand the benefits, responsibilities and effectiveness of using electronic invoices; raise taxpayers' awareness of compliance with tax and invoice laws.

The Tax Department of Region I coordinates, strengthens connections, information and data exchange with departments, branches and local authorities to review and classify business establishments that are required to use electronic invoices generated from cash registers, focusing on activities of selling goods and providing services directly to consumers; ensures favorable conditions for the creation and use of electronic invoices, thereby collecting correctly, fully and promptly into the state budget.

Notably, the Tax Department of Region I continues to coordinate effectively with businesses and software suppliers to propose solutions to provide free software and support initial costs for businesses, especially households and individual businesses; thereby providing substantial and effective support for small, micro-enterprises and business households.

Strengthen inspection, supervision and strict handling of violations in the use of electronic invoices, especially violations in the creation of electronic invoices generated from cash registers at retail establishments.

Focus on tax management based on taxpayers' cash flow through information exchange with relevant agencies and organizations; at the same time, ensure taxpayers' data security according to legal regulations.

Also according to the above document, the Department of Industry and Trade directs retail businesses, distribution systems, especially petrol and oil stores to strictly implement legal regulations on petrol and oil trading and issue electronic invoices from cash registers for each sale.

The People's Committees of communes and wards direct functional departments to coordinate with tax authorities to propagate and disseminate laws to business households and individuals; review and identify business establishments that are required to deploy electronic invoices generated from cash registers, focusing on the areas of direct retail to consumers, thereby proposing solutions to encourage taxpayers to switch to using electronic invoices generated from cash registers (Full text content).
