On the evening of July 19, the small fishing boat of Mr. TVH (born in 1962) and his partner Mr. HVM (both living in the same village) were fishing in coastal areas when they encountered big waves and strong winds, causing it to capsize and both fishermen fell into the sea. Afterwards, the rescue team promptly rescued fisherman TVH, who was holding a piece of wood floating at sea, while fisherman HVM is still out of contact.

At noon the same day, Lieutenant Colonel Doan Duc Long, Chief of Lach Ken Border Post (Ha Tinh Provincial Border Guard) said that up to this point, they have not been able to contact fisherman HVM (born in 1968, residing in Dong Tay village, Co Dam commune, Ha Tinh province). Functional forces, local authorities and people are coordinating to search for this fisherman.

According to statistics, the initial damage caused by the impact of storm No. 3 in Loc Ha commune caused 20 boats to sink (of which 19 boats were pulled ashore, and 1 boat was broken and sunk by waves); 15 shops and 2 houses had their roofs blown off.
