The Cabinet and the ruling party have agreed to issue 5.5 trillion won in Onnuri gift certificates, which are given as coupons for purchases at traditional markets and small businesses. The pledge came after receiving positive feedback from the leader of the main opposition Democratic Party (DP).

In the 2025 budget plan, the National Assembly will also set aside a separate section to provide financial support to vulnerable groups in society and small businesses.

Deputy Prime Minister and Minister of Economy and Finance Choi Sang-mok said the main goal of the government's 2025 budget plan is to raise average income. As of 2023, the average monthly income of a four-person household in South Korea is 5.4 million won (over $4,000).
