The backlog of goods at seaports continues to increase, putting pressure on customs agencies and businesses providing services at the ports.
According to data updated to early February by the Ho Chi Minh City Customs Department, the amount of goods remaining at seaports and airport warehouses has increased sharply. Specifically, in the first month of this year alone, the number of containers remaining at the Saigon Port Customs Branch, Region 1, increased by nearly 50% compared to the end of the year, from 825 containers to 1,227 containers. Similarly, at the Tan Son Nhat International Airport Customs Branch, the number of goods remaining for more than 30 days and 60 days in December 2023 was 123 lines of goods, with over 32.6 tons. In the first month of this year, the number of goods remaining increased to 134 lines of goods, with over 67.6 tons, more than double that of December.
Notably, the number of containers remaining for more than 90 days at seaports in Ho Chi Minh City by the end of December 2023 was 5,092. Of which, at the Saigon Port Customs Branch, Region 1, there were 4,784 containers remaining; at the Saigon Port Customs Branch, Region 3, there were 211 containers remaining; at the Saigon Port Customs Branch, Region 4, there were 56 containers and 15 odd-sized goods; and at the Hiep Phuoc Port Customs Branch, there were 41 containers remaining. By January 2024, the number of containers remaining for more than 90 days at these seaports had decreased to 4,845 containers. However, this is still a fairly large number of containers remaining in port business activities.
Nearly 5,000 containers are backlogged past their deadline at seaports in the Ho Chi Minh City area.
In addition, according to the Ho Chi Minh City Customs Department, the amount of goods remaining for more than 90 days at the air border gate is up to 2,038 lines of goods, with nearly 470,000 kg. Of which, at the Tan Son Nhat International Airport Customs Branch, there are nearly 1,700 lines of goods, with over 467 tons; the Express Delivery Customs Branch has 348 lines of goods, with nearly 2 tons. In January, the amount of goods remaining for more than 90 days via air increased to 2,060 lines of goods, with over 477 tons, an increase of 22 lines of goods, with nearly 10 tons of goods.
A representative of the Ho Chi Minh City Customs Department said that over the past years, the unit has been very active in handling backlogged goods. However, this is not only the responsibility of the customs agency but also involves many other units, the handling process, auction... must go through many stages.
To effectively handle backlog goods, the representative of Ho Chi Minh City Customs Department emphasized that there needs to be coordination among shipping lines in accordance with the provisions of Decree 169/2016 of the Government . In which, there are regulations on storage and appraisal, determining the value of goods for auction of goods held by carriers at Vietnamese seaports. In reality, the coordination in handling backlog goods transported by shipping companies is not effective, creating pressure for management agencies and making it difficult for businesses to store containers for long periods of time.
According to the provisions of Clause 3, Article 8 of Circular 203/2014 of the Ministry of Finance , the time limit for the person to receive the goods is 60 days from the date of the first notification... If after the above time, the organizations and individuals do not come to complete customs procedures to receive the goods, the customs authority will handle the shipments according to regulations. Or within 60 days from the date of the first notification.
