Opening the meeting, Party Secretary and Chairman of the People's Council of Thuong Tin commune Nguyen Xuan Minh emphasized: After completing the organizational structure and stabilizing the operations of agencies and units after the merger, the commune entered an important transitional period.
The current requirement is to establish a system of mechanisms, policies, resolutions, plans and projects for socio -economic development; at the same time, the commune government apparatus must operate effectively and efficiently, ensuring smooth operation, without any interruptions or delays, especially for tasks directly related to people's lives and the activities of the business community.
This is an important thematic session, the contents presented at the session all have a direct impact on the development of local areas and the effective and efficient operation of the People's Council and People's Committee apparatus after the administrative unit arrangement.
Party Secretary and Chairman of the People's Council of Thuong Tin Commune, Nguyen Xuan Minh, asked delegates to uphold their sense of responsibility, promote democracy and intelligence, actively discuss and contribute profound, practical and highly constructive opinions so that the resolutions passed are in accordance with the law, suitable for practice and soon put into practice.
At the meeting, delegates listened to the Standing Committee of the Commune People's Council announce two Decisions of the Standing Committee of the Commune People's Council on the termination of the duties of delegates of the People's Council of Thuong Tin Commune, term I, term 2021 - 2026 for two delegates of the Commune People's Council due to job transfer and no longer residing in the commune.
Also at the meeting, delegates listened to the Standing Committee of the Commune People's Council approve the Report on the implementation of the 2026 Supervision Program of the Commune People's Council, term I, term 2021 - 2026.
The People's Committee of the commune approved the following reports: Report on converting "residential groups" into "villages" in Thuong Tin commune; Report on detailed allocation of the budget estimate of Thuong Tin commune in 2025; Report on investment policy for a number of projects in Thuong Tin commune.
At the meeting, the Committees of the Commune People's Council reported the results of the examination of the Reports and Submissions according to regulations. The meeting also devoted a lot of time for delegates to discuss and contribute opinions to the submissions.
After listening to opinions and discussions, Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee Phan Thanh Tung clarified some of the delegates' concerns. The Commune People's Committee will focus on investing in the construction of transport infrastructure in the commune center and in villages and residential areas; focusing on developing urban areas and industrial clusters.
In particular, Thuong Tin commune resolutely handles land and construction violations, does not allow new violations to arise; improves the quality of healthcare, education and training, and improves the quality of people's lives.
With a spirit of democracy, frankness and high responsibility, the delegates studied, considered, commented and unanimously voted to pass 4 resolutions, including: Resolution on converting "residential groups" into "villages" in Thuong Tin commune; Resolution approving detailed allocation of budget estimates of Thuong Tin commune in 2025; Resolution on investment policy for a number of projects in Thuong Tin commune; Resolution on the 2026 monitoring program of the People's Council of the commune, term I, term 2021 - 2026.
Closing the thematic session, Party Secretary, Chairman of the People's Council of Thuong Tin commune Nguyen Xuan Minh requested the People's Committee of the commune, relevant sectors and units to focus highly, resolutely deploy and complete the tasks, goals and targets for socio-economic development of the commune, striving to reach 70% by 2030, and 100% by 2035 to become a ward-level administrative unit of Hanoi city.
