Mr. Nguyen Quoc Hiep, Chairman of the Vietnam Association of Construction Contractors, shared one of the options being gathered from members, to complete the petition on creating opportunities for Vietnamese construction contractors to participate in the North-South high-speed railway project.

"The Vietnam Association of Construction Contractors will conduct the ranking to obtain a capacity ranking, as a basis for state management agencies to visualize in detail the health and current situation of Vietnamese contractors," said Mr. Hiep.

This content, together with specific recommendations related to the plan for dividing the bidding package and the mechanism for selecting contractors for the construction part, will be completed soon to be sent to the Government and relevant ministries and branches.

During a meeting last weekend between construction contractors and the railway project management board ( Ministry of Construction ), the question of opportunities for domestic contractors to participate was raised, in the context that management agencies are designing mechanisms and policies to implement the project.

Although the project is expected to open up huge market opportunities, Vietnamese contractors are concerned that the door is narrow as they may be limited by capacity conditions.

“Sitting here, there are people who have never been on a high-speed railway, so not every business can participate in a large project. Choosing a capable contractor is necessary, not only to build experience for the business but also to build a brand for Vietnamese businesses,” said Mr. Nguyen Tuan Anh, Deputy General Director of Truong Son Construction Corporation.

In his vision, contractors who have experience from participating in large construction projects, such as highways, airports, road tunnels, etc., need to be gathered. This is a group of contractors who can invest in technology, human resources, machinery, invest in learning, hire experts, etc. to prepare for participating in large projects.

“If we put them on the scale right away, domestic contractors will not be on par with foreign contractors, for example, they will be immediately outclassed in terms of criteria for participating in similar projects... But if we are prepared, have direction, and support mechanisms from the State, we will be able to do it,” Mr. Tuan Anh suggested.

He even wants to seek opportunities in the Lao Cai - Hanoi - Hai Phong Railway Project. “By completing this project, the company will have more lessons to learn for participating in the North-South High-Speed Railway project.

But to truly take advantage of this opportunity, it is necessary to have a policy mechanism so that Vietnamese contractors can participate in building capacity and brand," Mr. Tuan Anh proposed.

Along with that, contractors proposed to soon have standards and norms for the project to prepare for compliance, have a mechanism for site clearance, and prepare material mines to facilitate construction. These are the difficulties that contractors are facing in implementing current projects.

In addition, representatives of Hanoi Construction Corporation are also concerned that Vietnam's laboratory system does not have the capacity to test high-quality and new materials, which will affect the company's costs if this work has to be done abroad.
