Ho Chi Minh City: Completing final procedures to deploy electronic health records
Recently, the Ho Chi Minh City Department of Health has coordinated with a consulting unit (under the Ho Chi Minh City Digital Transformation Center) to complete the final procedures to prepare for the implementation of electronic health records.
Accordingly, the Ho Chi Minh City Department of Health in coordination with the Department of Information and Communications, the Digital Transformation Center and the Ho Chi Minh City Police Department have agreed on the contents of implementing the electronic health book.
Specifically, the output is people's health information that will be displayed on the electronic health book of the VNeID application (according to Decision No. 1332/QD-BYT dated May 21, 2024 of the Ministry of Health on promulgating electronic health books for integration on the VNeID application).
However, according to the Ho Chi Minh City Department of Health, the difficulty encountered when developing a plan to create electronic health records is choosing which available data sources to ensure the principle of "correct - sufficient - clean - alive" digital data?
This has recently been discussed by relevant Departments and sectors and agreed to use available data sources including: Data of people participating in social insurance, data of people participating in Covid-19 vaccination and the expanded vaccination program, and population data.

“In addition, the Ministry of Health, the Ministry of Public Security and the Vietnam Social Security will soon coordinate to unify the data sharing regulations and coordinate the implementation of Project 06 of the Government to ensure the principle of digital data being “correct - sufficient - clean - alive” and synchronous to serve the exploitation and usage needs of units according to current legal regulations nationwide,” informed the Ho Chi Minh City Department of Health.
According to the Ho Chi Minh City Department of Health, regarding the creation of initial data on electronic health records, initially, with the approval of the Ministry of Health, the Department will create data based on Covid-19 vaccination data and expanded immunization data.
In addition, health data of Ho Chi Minh City residents will be integrated into the electronic health book on the VNeID application, starting with the health data source of the elderly (currently there are over 100,000 elderly data).
According to the digital transformation program plan of Ho Chi Minh City, it is expected to create initial data of electronic health records for 90% of Ho Chi Minh City residents.
Regarding the creation of health data on electronic health records, people's health information on electronic health records is integrated from health examination data of the elderly and medical examination and treatment data of medical examination and treatment facilities. In the first phase, the Department of Health will deploy to health examination and treatment facilities covered by health insurance in the area to connect with the health data warehouse of Ho Chi Minh City.
Electronic health records provide complete health information (medical history, risk factors affecting the patient's health, etc.). On that basis, it will help each person know and manage their own health information continuously, throughout their life, help strengthen the connection between medical facilities, and help doctors easily access patient health information.
The connection of electronic health records across Ho Chi Minh City and the whole country will be carried out in stages, ensuring infrastructure, safety and information security requirements and following the general implementation roadmap of the Ministry of Health and Project 06 of the Government.
