Party committees at all levels focus on reviewing existing sources of the masses, making lists of excellent people to attend political training classes to join the Party to create a source of admission. At the same time, create conditions to introduce students who are sympathetic to the Party when they graduate so that the local Party organization can continue to monitor and consider admission.
The city's Youth Union and associations promote propaganda and mobilize members to actively study, practice, and participate in emulation movements; build healthy, exciting, and practical programs and playgrounds for members to participate in.

Every year, assign specific targets to the Youth Union at all levels in general and the Youth Union of high schools and colleges in the area to introduce outstanding students so that the Party organization can plan to nurture and create sources for Party development.
