After nearly 1 week of pilot implementation (from June 20 to 25), the (new) communes and wards in the province basically implemented the plan, ensuring progress and content according to the instructions of the Central and the province. The pilot operation activities focused on key contents such as: organizing meetings of People's Councils and People's Committees at the commune level; operating the Public Administration Service Center; using the executive document management system, online video conferencing system; receiving and processing electronic documents from the province to the commune, etc.
The Provincial People's Committee, departments, branches and localities have actively coordinated to synchronously deploy contents such as technical guidance, perfecting the organizational structure, assigning tasks, arranging facilities, equipment, etc. The information technology system serving the operation of the two-level government model has been deployed synchronously. The specialized level II data transmission network infrastructure has covered 100% of communes and wards; the online video conferencing system is connected from the province to communes and wards; the iOffice document management system has been reconfigured according to the two-level model, ensuring the connection of sending and receiving documents. The reporting system, integrated data sharing platform, and shared software have been completed and are ready for stable operation. The province's administrative procedure settlement information system has been upgraded, synchronizing all administrative procedures to the National Public Service Portal. The electronic one-stop system has been fully updated for newly established communes and wards... At the same time, information and propaganda work has been promoted so that people understand, agree with and use administrative services at the Commune-level Public Administration Service Center.
In addition to positive results, the trial operation process also recorded many difficulties, such as: there are not enough instructions for administrative procedures at the commune level according to the new model; facilities at some units do not meet requirements; some staff are not familiar with the new working process; network infrastructure and shared software are still limited.
At the conference, localities proposed that the Provincial People's Committee continue to direct the removal of difficulties in facilities, equipment, and technical infrastructure; organize more training courses; soon issue a list of administrative procedures and issue seals to new communes, ensuring readiness for official operation from July 1, 2025...

Concluding the conference, Chairman of the Provincial People's Committee Le Hai Hoa emphasized: This is a challenging initial stage, requiring consensus and high determination of the entire political system. Requiring departments, branches and localities to continue to proactively review and overcome shortcomings, promote administrative procedure reform, promote the spirit of serving people and businesses - considering it the "soul" that determines the success of the 2-level local government operation model.
In addition to thoroughly handling problems in personnel, assets, headquarters, finance and information technology systems, units need to closely follow instructions, coordinate closely and promptly resolve problems arising from practice. In particular, it is necessary to flexibly operate the Public Administration Service Centers at the commune level in the initial phase; ensure that infrastructure and procedures are fully prepared to meet the needs of serving people and businesses.
In the long term, streamlining the administrative apparatus along with effectiveness and efficiency of operations is a consistent requirement. Chairman of the Provincial People's Committee Le Hai Hoa affirmed: from the requirement of innovation in working methods to the spirit of service, especially in the context of streamlining payroll and strong decentralization, each cadre and civil servant must promote a sense of responsibility right from the first days.
With a spirit of urgency, responsibility, innovation and creativity, the province is gradually perfecting the necessary conditions to be ready to effectively operate the 2-level local government model from July 1, 2025, contributing to streamlining the apparatus, improving the effectiveness and efficiency of government operations at all levels and serving people and businesses better and better.
