More than 200,000 vehicles "failed" the first inspection in the first 3 months of 2024

According to statistics from the Vietnam Register, the country currently has 294 registration centers and branches with 546 inspection lines. Of these, 279 centers are operating with 455 inspection lines.

According to the Vietnam Register, in the first 3 months of 2024, the Department posted warnings on 11,600 vehicles that were administratively sanctioned and removed warnings on 827 vehicles that had corrected their violations (illustrative photo).

In March 2024, inspection units nationwide inspected more than 379 thousand vehicles, of which more than 315 thousand vehicles met technical safety and environmental protection (ATKT & BVMT) standards, nearly 64 thousand vehicles did not meet ATKT & BVMT standards and had to be maintained, repaired, and adjusted for re-inspection.

In the first quarter of 2024, inspection units nationwide inspected nearly 1.3 million vehicles, of which more than 1 million vehicles met safety and environmental protection standards; more than 203,000 vehicles did not meet safety and environmental protection standards and had to be maintained, repaired, and adjusted for re-inspection.

In addition, the Vietnam Register also coordinated with localities to reissue Certificates of eligibility for motor vehicle inspection activities to 5 inspection centers including: Inspection Center 14-08D, Inspection Center 34-08D, Inspection Center 81-06D, Inspection Center 71-06D and Inspection Center 28-02D.

At the same time, organize 5 training courses on professional inspection and evaluation of motor vehicle inspection activities, appraisal of converted motor vehicles, acceptance of converted motor vehicles, dissemination of legal documents to Departments of Transport and inspection centers nationwide; organize assessment, new recognition, re-recognition of 70 inspectors and 105 senior inspectors.

The Vietnam Register also continues to maintain and regularly coordinate with the police, courts, civil enforcement, customs, tax, and insurance to provide information on inspection of circulating motor vehicles; coordinate and support the Department of Transport and registration units to warn vehicles violating administrative sanctions and overcome administrative violations.

Specifically, warnings were posted on 11,600 vehicles that were administratively sanctioned and warnings were removed on 827 vehicles that had resolved their administrative violations.

Regarding the situation of motor vehicle inspection activities nationwide, in the first 3 months of 2024, there was no congestion, basically meeting the vehicle inspection needs of people and businesses.

In the first quarter of 2024, the Vietnam Register continued to promote the application of information technology in the management of various fields, notably completing the software for motor vehicle renovation; organizing a trial run of the software for creating vehicle records for motor vehicles exempted from first-time inspection at registration units; and developing technical requirements for inspection management software.

However, according to the Vietnam Register, the field of motor vehicle inspection still faces many difficulties, additional human resources are limited, and the team of civil servants performing specialized inspection duties have not been trained and do not have much experience in conducting specialized inspections.

In particular, the inspection service price according to the provisions of the Law on Prices (16/2023/QH15) has not been newly issued, the currently applied inspection service price is not suitable for the current socio-economic development speed, so it somewhat affects the general activities of inspection units.

In the coming time, this agency will continue to strengthen training and supplement human resources; develop technical and economic norms and inspection service prices according to the provisions of the Law on Prices (16/2023/QH15) to promptly remove difficulties in inspection activities.
