To proactively respond to storm Wipha, on the afternoon of July 20, the Department of Dyke Management and Natural Disaster Prevention - Ministry of Agriculture and Environment sent 29 million Zalo messages to people in the following provinces and cities: Tuyen Quang, Cao Bang, Lao Cai, Thai Nguyen, Lang Son, Phu Tho, Bac Ninh, Lai Chau, Dien Bien, Son La, Hanoi, Hai Phong, Hung Yen, Quang Ninh, Ninh Binh, Thanh Hoa, Nghe An and Ha Tinh.
According to the National Center for Hydro-Meteorological Forecasting, by 1pm on July 21, the storm's center will be in the eastern sea area of the northern Gulf of Tonkin. The intensity is level 11-12, gusting to level 15.
At 1 p.m. on July 22, the storm's center was over the coastal area of Quang Ninh - Thanh Hoa, with a level 10-11 intensity, gusting to level 14. The storm then gradually weakened into a tropical depression over Upper Laos on July 23.

Absolutely do not go out when the storm is making landfall, except in emergency cases and with specific instructions from authorities... Save rescue phone numbers for use in emergencies.
