In the first 6 months of 2024, QR Code payment growth increased by 104.23% in quantity and 99.57% in value compared to the same period in 2023.

Currently, there are 50 payment intermediary organizations nationwide, of which 48 provide e-wallet services. As of June 30, 2024, more than 34 million e-wallets are in operation (accounting for 59% of the total 58 million activated e-wallets).

According to the National Payment Corporation of Vietnam (Napas), the payment market in Vietnam in 2023 will have the number of non-cash payment transactions reaching about 3.5 billion transactions, with a total value of more than 66 million billion VND.

The number of transactions via QR Code reached about 183 million transactions, a strong growth of 170% compared to 2022. The total transaction value via QR Code reached about 116 trillion VND, an increase of 74% compared to 2022.

E-wallets contribute greatly to the development of cashless payments

According to Mr. Le Anh Dung, Deputy Director of the Payment Department, regarding new regulations in the field of payment intermediaries, the Government has issued Decree 52/2024/ND-CP on non-cash payments, effective from July 1, 2024; the State Bank has Circular 07/2024/TT-NHNN regulating payment agent activities, Circular 18/2024/TT-NHNN regulating bank card activities, Circular 40/2024/TT-NHNN regulating the provision of payment intermediary services, Circular 41/2024/TT-NHNN regulating the supervision of important payment systems and the provision of payment intermediary services.

These legal documents have defined and reclassified payment intermediary services, creating a mechanism for licensing additional organizations providing financial switching and electronic clearing services.

Currently, Napas is the only card switching organization in the market. Previously, many technology companies suggested that more units should be allowed to provide this service to increase competitiveness and reduce fees for users. With the current technology platform, many technology companies are capable of participating in this service.

Currently, the provisions in Decree 52 have created a mechanism for licensing additional organizations providing financial switching and electronic clearing services.

Accordingly, in addition to the general conditions for establishing a payment intermediary regarding charter capital, Project for providing payment intermediary services, personnel, technical solutions, etc., units wishing to provide financial switching services and electronic clearing services must meet a number of other regulations.
