According to Hue city’s assessment, the demand for transporting minerals such as coal, bauxite, etc. from Laos through Hue’s seaport is very large. Therefore, investing in upgrading and expanding National Highway 49F (old Road 71 connecting A Luoi and Phong Dien districts) to transport goods from Laos to the seaport in Hue is extremely necessary.
National Highway 49F is the shortest route connecting Hong Van Border Gate with Phong Dien Port, about 100 km long, with 3 sections; of which, the first section of the route, 17 km long from National Highway 1A to Phong Dien Port, has been invested with more than 750 billion VND, expected to be put into operation on the occasion of National Day, September 2, 2025; the last section of the route from Ho Chi Minh Road to Hong Van Border Gate, about 13 km long, has been upgraded and expanded by the Ministry of Construction , expected to be completed in 2026; the remaining section, 70 km long from National Highway 1A to Ho Chi Minh Road, has a total investment of about 5,500 billion VND, but has not been invested due to unbalanced resources.
According to Decision No. 1019/QD-BXD of the Ministry of Construction approving the Detailed Planning for the development of land and water areas of Hue seaports in the period of 2021 - 2030, with a vision to 2050; Hue seaport includes the main wharves: Chan May, Thuan An, Phong Dien; transshipment areas, anchorage areas, storm shelters. Phong Dien port alone includes 2 wharves with 6 - 12 wharves, total length from 1,220 m - 2,620 m, cargo handling capacity reaching from 4.5 - 8.5 million tons.
In Decision No. 1481/QD-TTg, dated November 29, 2024, signed by Deputy Prime Minister Tran Hong Ha, promulgating the Plan to implement the Planning of Thua Thien - Hue Province, now Hue City, for the period 2021 - 2030, with a vision to 2050, it is stated that Hue will focus on investing in social infrastructure and technical infrastructure projects that create great spillover effects, including the East-West Economic Corridor connecting 3 seaport clusters with 2 pairs of Vietnam - Laos border gates; in which priority is given to investing in Road 71 from Phong Dien Port to Hong Van Border Gate via National Highway 49F.
