How does ICAO evaluate the safety capacity of Vietnamese aviation?

According to the Civil Aviation Authority of Vietnam, the United Nations Office for the Prohibition of Air Traffic Safety - Continuous Monitoring (USOAP-CMA) inspection team of the International Civil Aviation Organization (ICAO) recently conducted a comprehensive assessment of the safety assurance capacity of the entire Vietnamese aviation industry from May 15 to May 27.

Vietnam is among the countries with a safety performance index higher than the average of the Asia- Pacific region and the world average (illustrative photo).

This inspection focuses on assessing each country's capacity in ensuring aviation safety through the performance index (EI) in eight key areas: legal system; organizational structure; employee licensing; aircraft operations; aircraft airworthiness; accident investigation; flight operations management and airport management.

In August 2024, ICAO sent a draft USOAP-CMA Inspection Results Report to Vietnam, with specific results of effective implementation in each field.

Specifically, the legal system reached 71.43%; Organizational structure reached 81.82%; Employee licensing reached 85.88%; Aircraft operation reached 85.71%; Aircraft airworthiness reached 79.25%; Aircraft accident and incident investigation reached 30.12%; Flight operations management reached 91.80% and Airport port management reached 83.85%.

The overall result of 78.14% is higher than the ICAO requirement for countries to achieve an average score of 75% (compared to the ICAO Global Aviation Safety Programme target of 75%).

The key areas that make up Vietnam's aviation safety assurance system all achieved high levels (over 80%), including: Aircraft operations (85.71%); flight operations management (91.80%); airport management (83.85%); employee licensing (85.88%) and organizational structure (81.82%).

According to the Civil Aviation Authority of Vietnam, this shows that Vietnam has maintained a good and solid aviation safety monitoring system.

With this result, Vietnam has become one of the countries with high USOAP-CMA assessment results in the region, in the group of countries with an index of safety performance higher than the average of the Asia- Pacific region (65.5%) and the world average (69.9%).

In the coming time, the Civil Aviation Authority of Vietnam will focus on urgently developing and effectively implementing a Corrective Action Plan to address the findings indicated in the USOAP-CMA Inspection report.

At the same time, further improve the safety assurance work of Vietnam's aviation industry and the effective implementation index of key elements in Vietnam's aviation safety monitoring system to 85-90%.

The Universal Aviation Safety Inspection Program - Continuous Monitoring (USOAP-CMA) was developed and implemented by the ICAO Council according to the Resolution of the 32nd ICAO Assembly to conduct mandatory, systematic and periodic aviation safety inspections organized by ICAO.

The program is open to all member countries and the results are published publicly and transparently.

Aviation safety inspections aim to ensure the safety of international aviation operations worldwide , addressing serious aviation safety concerns identified through safety inspections.

Recognizing the importance of the program, in 2011, the Civil Aviation Authority of Vietnam and ICAO signed a Memorandum of Understanding (MOU) on the Universal Aviation Safety Oversight Program (USOAP) under the Continuous Monitoring Method (CMA).

This is a comprehensive aviation safety inspection program following the verification inspections (ICVM) in Vietnam in 2011 and 2016.
