Khanh Hoa faces difficulties in separating compensation and site clearance projects from investment projects
According to the Chairman of Khanh Hoa Provincial People's Committee, currently, there are no specific regulations on the content of the Feasibility Study Report of the Compensation and Site Clearance Project when separating the compensation and site clearance project from the investment project.

Regarding the separation of compensation, support, resettlement, and site clearance projects from public investment projects in Khanh Hoa province, in an interview with reporters of the Investment Electronic Newspaper - Baodautu.vn , Mr. Nguyen Tan Tuan, Chairman of the Khanh Hoa Provincial People's Committee, said that the Provincial People's Council has issued Resolution No. 09/2022/NQ-HDND dated September 23, 2022 on promulgating the list of public investment projects to pilot the separation of compensation, support, resettlement, and site clearance projects from public investment projects in Khanh Hoa province.
Up to now, Khanh Hoa province has had 3 projects in the project list that have completed the procedures for approving investment policies and are continuing to approve investment decisions for component projects, including: Dien Khanh District Inter-regional Traffic Road Project, with a total investment of 1,496.4 billion VND); Upgrading and renovating Provincial Road 6 - DT.651G, Section 2, with a total investment of 875.7 billion VND; Coastal route from Van Luong commune, Van Ninh district to Ninh Hoa town, with a total investment of 2,031 billion VND).
According to Mr. Tuan, projects implementing the policy of separating compensation, support, resettlement, and site clearance projects from public investment projects in Khanh Hoa province according to Resolution No. 09/2022/NQ-HDND dated September 23, 2022 of the Provincial People's Council are types of compensation, support, resettlement, and site clearance projects without investment in building resettlement areas.
This is an investment project without a construction component. The implementation of this type of project is regulated in the Law on Public Investment and Decree No. 40/2020/ND-CP of the Government .
However, the implementation has encountered some difficulties as at present, there are no specific regulations on the content of the Feasibility Study Report for the Compensation and Site Clearance Project.
In addition, state management agencies in the industry and sector have not yet issued regulations on standards, norms, detailed contents and methods for determining costs as a basis for determining the total investment level of the Compensation and Site Clearance Project.
“Therefore, localities must apply relevant regulations during the implementation process to ensure proper implementation of current regulations,” said Mr. Tuan.
