The Department of Planning and Investment said that in the process of developing a plan to use additional medium-term public investment capital for the 2021-2025 period, relevant agencies have not yet prioritized capital balance for the above 3 projects to implement the next investment procedures.

On March 8, 2024, the Ho Chi Minh City People's Committee issued Document No. 1148/TTr - UBND to the City People's Council to supplement medium-term capital for many projects. Based on actual conditions, related planning unanimously proposed Ngoc Hoi station as the hub station.

Regarding train organization solutions, to increase passenger convenience, we request consultants to study and research models around the world, forecast transportation demand; analyze and select optimal train organization solutions for each period.

The leader of the Ministry of Transport said that the Prime Minister has approved the Railway Network Planning and the Hanoi Capital Transport Planning, including the location of Lac Dao Station. Therefore, the Vietnam Railway Authority, consulted to carefully review the transportation needs, develop a train operation plan to determine the specific scale of the functional areas; work with relevant agencies of Hung Yen province to agree on the location, scope and scale of the station; propose the Ministry of Transport to meet with the People's Committee of Hung Yen province (if necessary).

Regarding the adjustment of the function of Bac Hong station, it is necessary to analyze and clarify the effectiveness of the location of the railway industrial development facility in the hub area, determine the specific scale, and evaluate the feasibility of the land fund to make appropriate proposals.

Regarding the plan to jointly operate 1,435mm gauge national passenger trains with urban trains on the Yen Vien - Ngoc Hoi and Gia Lam - Lac Dao sections, the Deputy Minister of Transport requested coordination with relevant agencies of the Hanoi People's Committee to study the principle of maximizing the efficiency of the invested urban railway infrastructure, creating convenience for passengers to move to the center.

The 110 KV Yen Lac transformer station works by the Power Grid Project Management Board (BA1) as a representative of the investor directly managed with the scale: building a new 110 kV dual -circuit line using ACSR400 wire with a length of 0.247km; Synchronous installation of 02 110 kV 63 MVA transformers.

The outdoor installation project uses a full bridge diagram, including 02 110 kV line bays to the 220 kV Vinh Tuong transformer station and the 110 kV Viet Tri transformer station; 01 T1 transformer bay; 01 T2 transformer bay and 01 110 kV segment bay. The total investment capital of the project is 143.5 billion VND.

In October 2023, after handing over the ground to the construction contractor, Ba1 urgently coordinated and urged the contractor to quickly implement the construction items; Installing equipment and adjustment experiments to ensure safety and continuous.

On June 20, 2024, the Acceptance Council of the Northern Power Corporation (EVNNPC) successfully accepted and energized the 110 kV Yen Lac transformer station. The project ensures the reliability of stable power supply for Yen Lac district, Vinh Phuc province, prevents overload for the 110 kV Hoi Hop station, Vinh Tuong district and effectively exploits the AT1 220 kV Vinh Tuong transformer installation project, reduces power loss, improves the reliability of power supply for customers, and timely supplies of power to the load of Vinh Phuc province in general and Yen Lac district in particular during the hot season of 2024.

Representative of the project management and implementation unit, Director of BA1 excitedly said that the project was completed right on the occasion when the Northern Power Corporation was enthusiastically responding to the emulation movement on all fronts and in all fields to make achievements to celebrate the 55th anniversary of the establishment of the Northern Power Corporation, the 70th anniversary of the tradition of the Vietnam Electricity industry.

The project is part of the power development plan of Vinh Phuc province for the period 2016-2025 with a vision to 2035 - The 110 kV power system development plan was approved by the Ministry of Industry and Trade in Decision 4922/QD-BCT dated December 29, 2017.

Proposal to increase "terrible" capital at the project to upgrade and restore the landscape of Ho Than Tourist Area

The Department of Construction of Lam Dong Province has just commented on the proposal to adjust the project to upgrade and restore the landscape of Ho Than Lan tourist area (invested by Thuy Duong Co., Ltd.).

Lake Lake Tourist Area
A corner of the lake lake tourist area, Da Lat, Lam Dong province.

According to the written request for adjustment of investment projects, Thuy Duong Co., Ltd. proposed to adjust the objectives of the project to upgrade and restore the landscape of Ho Than Lan tourist area from "Upgrading and restoring the landscape of the landscape area, used for the purpose of organizing sightseeing activities, outdoor play" to "upgrading and restoring the landscape of Ho Than Tourism Resort, using the purpose of tourist resorts; Vuc, imbued with national identity, suitable for the flower festival space and typical light of Dalat land; investing in the construction of urban works, visiting entertainment, ... to serve domestic and international tourists to stay and visit resorts ".

According to the Department of Construction of Lam Dong Province, based on the project of adjusting the general planning of Da Lat city and surrounding areas until 2030, with a vision to 2050 (approved by the Prime Minister in Decision No. 704/QD-TTg dated May 12, 2014), the area with an area of about 39 hectares is identified as landscape park land and water surface (lake lake), oriented as "large urban parks and famous urban landscapes, famous urban landscapes, famous urban landscapes, famous urban landscapes, famous urban landscapes, famous urban landscapes and land landscapes, and famous urban landscapes. Ideal for large events and festivals, preserving space, education and tours on natural ecology, display space, education and organizing cultural - artistic activities, space for sports events ”) is appropriate.

For the remaining area, an area of about 79 hectares (not yet allocated land) is identified as land for green landscape and mixed tourist land (oriented "high -class resort tourism" with high -class resort accommodation facilities). Therefore, the Department of Construction said that this adjustment goal is basic. However, this agency proposed not to mention the "formation of international and regional tourist areas" due to not being oriented in the general planning; At the same time, using words suitable for the "resort resort" function orientation instead of "resort urban project".

According to the written request for adjustment of investment projects, Thuy Duong Co., Ltd. proposed to adjust the project scale about 118 hectares, including 31.5 hectares of area I (protecting monuments), 86.5 hectares of area II (upgrading, embellishment, exploitation, ...) including specific stages of implementation, but there is no contents of the project scale for the area with an area of about 39 hectares according to the Dalat People's Committee 3151/QD-UBND dated October 20, 2023 but has not yet clearly defined the construction investment scale in the area of 39 ha.

Therefore, the Department of Construction proposes to supplement the scale of investment in construction of project works under the approved detailed planning project; The criteria of the height according to the proposal in Table 3 (page 19, project explanation) have a number of 3 -storey high -level items that are not consistent with the detailed planning; supplementing height management criteria for the "symbolic work" item.

For areas with an area of about 79 hectares (not yet allocated land), the Department of Construction of Lam Dong province said that there is no basis to consider the appropriateness because there is no detailed detailed plan.

Thuy Duong Co., Ltd proposed adjusting the total investment from VND 29,637,000,000 to VND 4,544,157,402,000, of which the preliminary determination of the total investment of works is determined by the provider of the provider is not suitable for the cost management as prescribed (Decree No. 10/2021/ND-CP of February 9, 2021 of the Government).

Regarding the technical infrastructure system, the current status of the area has Ho Xuan Huong road (20m wide) across the central area of the project; 22KV power line with connection point in the North of the project; PVC DN100 water supply pipe connecting to Tay Ho tank cluster; stormwater drainage into the existing stream, so it is convenient to connect the technical infrastructure system (traffic, electricity supply, water supply, surface drainage) of the project.

The plan to install a separate wastewater pipeline, connecting to the wastewater collection and treatment system in Da Lat city is appropriate, but the collection solution needs to meet the requirements of environmental protection as prescribed, absolutely do not let wastewater leak into the environment, especially in the lake water source.

According to the Department of Construction, the project of upgrading and restoring the landscape of the lake tourist area in the upstream area of the lake lake, so it is necessary to have solutions to protect and do not have emission activities causing water pollution.

Therefore, the Department of Construction requests the investor to add the background height, minimize the leveling of natural terrain; The slope along the roads with vehicles is guaranteed ≤10%; Assessing the impact of climate change and updating hydro -meteorological data in recent years (data provided by the competent authority) as a basis for calculating drainage plans (note calculations for all surrounding water basins pouring); study the arrangement of surface water collection to take initiative in regulating water when necessary and environmental protection; Contact the management units of technical infrastructure systems (transportation, electricity, water supply, water drainage, information) to agree on the connection plan; Supplementing the content of evaluating environmental protection, fire prevention and fighting safety (collecting unified opinions of specialized management agencies).

Regarding the project's ability to connect traffic to the surrounding areas, the plan to connect and connect technical infrastructure and social infrastructure, currently, the project of upgrading and restoring the landscape of the lake lake tourist area is only connected to the surrounding areas through Ho Xuan Huong route, the North leading the suburbs of Da Lat city (ward 11, 12) with low population density, low -level traffic volume.

However, the south of the route connected to the center of Da Lat city, when the number of tourists and vehicles increased and entered the city center, it would increase the pressure on the transportation system and urban infrastructure.

The current status of the traffic system and urban infrastructure of Da Lat city is showing signs of overload, unable to keep up with the speed of urban development (in recent years, some local traffic jams and some local flooding have appeared).

However, the authorities have also had many solutions (such as expanding roads, building ring roads, opening new urban roads, installing signal lights, dividing traffic flow, expanding canals, improving air -conditioning lakes, etc.); At the same time, there are programs and plans for investment in Da Lat urban development in the direction of synchronous, modern and environmentally friendly; In which, it has been calculated to meet the development and increase of projects as planned (including projects on upgrading and restoring the landscape of Ho Than Lan tourist area).
