Prosecution of female monster in Thanh Hoa for lending at interest rate of over 150% by using lottery

On November 24, Thanh Hoa Provincial Police said that the Investigation Police Agency of Bim Son Town Police had just initiated a case, prosecuted the accused and applied preventive measures to prohibit Le Thi Hue (born in 1964, residing in Bac Son ward, Bim Son town, Thanh Hoa province) from leaving her place of residence for the act of "Lending money at high interest rates in civil transactions".

Previously, through the work of grasping the situation, Bim Son Town Police discovered that Le Thi Hue had signs of lending at high interest rates in the form of drawing lots or drawing bowls with interest rates from 3,000 VND to 4,000 VND/million/day, equivalent to 146% per year, so they conducted an investigation and verification.

Using professional measures, after only a short period of investigation, Bim Son Town Police collected enough documents and evidence to prove Le Thi Hue's act of lending at high interest rates in civil transactions.

Knowing that she could not escape the law, on October 29, Le Thi Hue went to the Bim Son town police station to surrender and declare her crime.

Accordingly, from around November 2023 until being discovered, Hue lent money to 4 people in Bim Son town with interest rates from 3,000 VND to 4,000 VND/million/day.

At the end of January 2024, the Cyber Security and High-Tech Crime Prevention Department, in coordination with the Criminal Police Department and professional units of Thua Thien - Hue Provincial Police, successfully broke up a loan sharking case with a loan amount of up to 35 billion VND; arrested 2 related people.

The two people arrested were Luong Hoang Nhat Nam (identified as the ringleader, born in 1996, residing in Vy Da ward, Hue city) and Huynh Van Truong Phat (born in 1996, residing in Thuan Hoa ward, Hue city).

According to initial investigation, since 2020, Nam and Phat have been advertising lending activities on social network Facebook with the following content: Low interest rates, fast disbursement, no appraisal required, maximum loan limit, bad debt support... with interest rates from 3,000 VND - 11,500 VND for 1 million VND per day, i.e. interest rates from 109.5%/year to 419.75%/year.

If the customer fails to pay on time, Nam and Phat hire people to threaten, track the vehicle's location, and go to the customer's house to seize the vehicle and collect the debt. From 2020 to the time of their arrest, these two people established more than 2,000 contracts with loan amounts up to 35 billion VND, illegally profiting over 7 billion VND.
