According to regulations, Vietnamese citizens aged 14 and over who have registered for permanent residence will be issued a citizen identification card.
Your friend is 20 years old and has never had an ID card or citizen identification card because he has no household registration or permanent residence. He may be considered a person without a permanent or temporary residence.
According to the provisions of Clause 1, Article 4 of Decree 62/2021/ND-CP dated June 29, 2021, people without a permanent or temporary residence must immediately declare their residence information to the residence registration agency at their current place of residence.
In case, through inspection and review, the residence registration agency discovers that a person is required to declare information about residence, it is responsible for guiding and requesting that citizen to make the declaration.
Within 30 days from the date the residence registration authority requests the citizen to declare information about residence, the citizen must go to the residence registration authority to make the declaration.
The residence registration agency verifies the personal information of citizens declared through exchanges and obtains information from parents, siblings or other relatives. If necessary, it shall issue a written request to relevant agencies and organizations to check, verify and provide information.
In case the citizen's declared information is determined to be incorrect, the residence registration agency shall request re-declaration for verification if deemed necessary.
After verifying the correct declaration information, the residence registration agency shall carry out the necessary procedures for the national population database management agency to establish and issue a personal identification number to the citizen. The residence registration agency shall be responsible for updating the citizen's information in the residence database and notifying and issuing a certificate of residence information to the citizen.
The content of the certificate of residence information includes basic information about the citizen: Surname, middle name and given name, personal identification number; date of birth; gender; nationality; ethnicity; religion; hometown; current place of residence; date of residence declaration.
Once your friend is granted a certificate of residence information, he or she can apply for permanent residence if he or she meets the conditions prescribed by the Law on Residence.
- For permanent residence registration procedures: Permanent residence registration procedures are carried out directly at the commune-level police or district-level police (in places where there is no commune-level administrative unit) or by submitting applications online through online public service portals such as: National Public Service Portal or through the Ministry of Public Security Public Service Portal, and the Residence Management Public Service Portal.
