The Prime Minister highly appreciated ministries, branches and localities for their timely leadership and direction. Some localities have closely coordinated with the Ministry of Public Security and functional forces to resolutely detect and handle smuggling and trade of counterfeit and poor-quality goods (Ninh Hiep market, La Phu market, Saigon Square Trade Center, etc.).
In the first 6 months of the year, units and localities handled more than 50,000 violations, collected more than 6,500 billion VND for the state budget, and prosecuted more than 1,800 cases with more than 3,200 subjects. Typically, on June 19, the Ministry of Public Security prosecuted a case of counterfeit milk powder production in Hanoi . During the peak period from May 15 to June 15, more than 10,400 violations were handled, collected more than 1,200 billion VND for the state budget, and prosecuted more than 200 cases with 378 subjects.
However, the Prime Minister said that this work still has shortcomings, limitations and inadequacies. In particular, the objective reasons are that the work of building and perfecting institutions is not timely; investment in facilities, means and finance for functional forces is still slow, not meeting practical needs...
The subjective cause is that the leadership and direction of local Party committees and authorities are not close enough; agencies, units and functional forces have not really paid much attention, so the work of combating smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights still has many shortcomings and limitations; there are signs of neglect and laxity for a long time; loss of fighting spirit, bribery; lack of responsibility, not daring to fight, not daring to confront the subjects. This must be strictly handled according to the regulations of the Party and the laws of the State.
The Prime Minister said that because we have been lax for a long time, we need to focus on leadership and direction with the goal of fighting, preventing, repelling and eliminating smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
Therefore, the Prime Minister requested that functional forces must continuously mobilize, regularly, without stopping, continuously with the spirit of "working day, working night, working extra on holidays" to promptly detect and strictly handle violators, with the motto "handling one case, warning the whole region, the whole field", "no forbidden zones, no exceptions".
The Prime Minister requested to continuously fight against smuggling, trade fraud, and counterfeit goods; promptly handle cases of tax evasion and tax fraud. In particular, absolutely do not allow fake and poor quality drugs to be circulated and sold on the market or in hospitals.
The Prime Minister directed strict management and control to prevent false advertising that can easily confuse people.
