Kinhtedothi - On February 20, the Hanoi People's Committee sent a document to units, requesting timely handling according to authority and regulations, not allowing "hot spots" of construction order violations to occur.
The Hanoi People's Committee has a document approving the content of the report and proposal of the Department of Construction on construction order management in Hanoi in 2024 and the direction and tasks for 2025.
The City People's Committee assigns the Department of Construction, the Department of Natural Resources and Environment, departments, branches and localities, based on their assigned functions and tasks, to study and implement according to the proposals and recommendations of the Department of Construction, ensuring the effectiveness and efficiency of State management of construction order in the area, not allowing violations to arise, promptly handling them according to authority and regulations, not allowing "hot spots" to occur; periodically report the results to the City People's Committee every quarter.
According to the report of the Department of Construction, in 2024, basic violations were detected, promptly prevented and handled according to regulations. Many complicated and prolonged cases were basically resolved.
Some areas do not have illegal constructions, such as Hai Ba Trung district, Son Tay town, or have a low rate of illegal constructions, less than 1%, such as Long Bien district, Ha Dong, Ba Dinh, Tay Ho, Hoang Mai, Hoai Duc district, Phu Tho , Thanh Tri, Thuong Tin.
Although there will be an increase of 7,061 constructions in 2024 compared to 2023, the number of constructions violating construction order will decrease by 0.76% (the violation rate will decrease from 2.51% to 1.75%). The rate of constructions violating construction regulations that are being continued to be resolved will decrease by 11.2% (from 47.4% to 36.2%) over the same period.
However, according to the Department of Construction, the management of construction order is not uniform, the synthesis and reporting of data by the district-level People's Committee and the urban construction order management team still have many limitations, new incidents still arise, and some places have not been strictly controlled to allow violations to occur, affecting security, order and socio- economic development.
In addition, the proactiveness of authorities and the awareness of law compliance of a number of people and organizations are still limited. In some places, there is still a situation of shifting responsibility and evasion, especially for violations that have been completed and put into use...
In order to overcome the above shortcomings and limitations, the Department of Construction requested the City People's Committee to direct departments, branches, sectors and People's Committees of districts, towns to strengthen inspection and strictly control construction works in the management area, 100% of construction works are controlled, thereby promptly detecting, preventing and thoroughly handling violations of construction order as soon as they arise.
