State Audit recommends increasing revenue and reducing budget expenditure by more than 21,340 billion VND

On the afternoon of May 30, the National Assembly listened to the State Budget Finalization Audit Report for 2022. State Auditor General Ngo Van Tuan said that through the audit of the State Budget Finalization Report for 2022 at the Ministry of Finance , the Ministry of Planning and Investment and synthesizing a number of key audit results of audits held in 2023, the State Audit recommended increasing revenue and reducing State budget expenditure by VND 21,346.33 billion; recommended other handling of VND 28,595.09 billion; recommended amending, supplementing or canceling, replacing, and issuing new contents that are not in accordance with legal provisions or are not suitable for practice in 198 documents.

Regarding state budget revenue, according to the State Audit, the final settlement was VND 1,820,310 billion, equal to 128.8% (equivalent to VND 406,902 billion in excess) compared to the assigned estimate, equal to 114.3% compared to the implementation in 2021 (VND 1,591,411 billion). Of which, domestic revenue exceeded the assigned estimate by 22.9%. Revenue from import-export activities exceeded the assigned estimate by 24%. Crude oil revenue exceeded the assigned estimate by 177% (due to high oil prices exceeding 74.5% compared to the time of making the estimate and PVN's expected oil output being low compared to the implementation capacity).

In addition to the majority of revenue exceeding the estimate, there are also some low revenue items such as: environmental protection tax reaching 72.2% of the assigned estimate; capital recovery, dividend collection, after-tax profit, and the difference between state bank revenue and expenditure reached 83.5% of the assigned estimate (the reason is that the amount of recovered state budget capital invested in economic organizations only reached 12.83% of the assigned estimate).

The situation of accounting and declaring insufficient revenue, determining incorrect costs, thereby under-calculating taxes and other revenues was discovered by the State Audit through auditing and recommended increasing state budget revenue by VND 3,841 billion.
