Opening the meeting, Prime Minister Pham Minh Chinh stated: Private economic development is not a new issue but it must be renewed; not that it has not been done, but it must be done more strongly and actively; not that it has not been fully evaluated, but it must be evaluated to have effective exploitation solutions. The Prime Minister suggested identifying barriers and bottlenecks in terms of institutions and laws to propose timely solutions to remove them.
Note to clearly assess the level and trust of businesses and society in Resolution 68 and the participation of businesses... Thereby encouraging, creating conditions, and inspiring private businesses to develop.

Prime Minister Pham Minh Chinh requested to strictly implement the goals set out in the Resolutions of the Politburo , the National Assembly, the Government and the requirements and demands of enterprises, which is to make private enterprises the most important driving force for the country's economic development.
After 3 months of issuing Resolution 68, the most obvious impact is the positive change in the mindset and awareness of the whole society, from the central to local levels, organizations, associations, people, business communities, and business households.
The wave of startups is increasing strongly, many associations and businesses evaluate that Resolution 68 has truly stimulated the entrepreneurial spirit of businesses, helping businesses feel encouraged, accompanied and listened to. The spirit of startups and entrepreneurship is enhanced with the number of newly established and returning businesses and households increasing to the highest level ever.
June 2025 marked a historic milestone when the number of newly established enterprises reached more than 24,000, an increase of 60% over the same period in 2025. In July 2025, the whole country had more than 61,000 newly established business households with registered capital of 12.4 trillion VND, bringing the number of business households in 7 months to nearly 536,000 households, an increase of 165% over the same period.
At the meeting, representatives of associations and enterprises proposed solutions for private enterprises to develop. Emphasizing public-private creation, Chairman ofFPT Group, Mr. Truong Gia Binh said: " The government and enterprises must discuss together solutions for creation. Creation must be at 3 levels, for national enterprises to lead, for medium-sized enterprises and for small enterprises. The national level should discuss the North-South high-speed railway to quickly put into practice.
It is not only a few businesses participating, but it is best to attract the participation of the entire small and medium-sized ecosystem. Next, the creation of the entire provincial level. For example, Ho Chi Minh City creates the construction of the largest Data Center, AI factory in the region or builds Metro lines, many projects of the city and provinces. We must discuss creation at the commune level to promote the strength of the entire people .

Chairman of the Vietnam Association of Small and Medium Enterprises, Mr. Nguyen Van Than proposed to control land prices: " The problem is the valuation of land use rights. If real estate prices continue to increase as they are now, people will not be able to buy houses and land. The price of land use rights is high, and real estate investors are increasing the price, so the price is "sky high". The price on the market is so high that there are no buyers and if we are not careful, real estate will stagnate. We must create added value, not just think about selling land ."
At the meeting, Prime Minister Pham Minh Chinh pointed out that although the survey of business confidence in Resolution 68 was at an expected level, businesses were still skeptical about the effectiveness and actual spread of policies, the situation of "hot above, cold below", the spirit of all for the people and businesses was still limited, many officials had not yet fully grasped the spirit of the Resolution, leading to limited support, not creating momentum, confidence, and implementation movement.
In the coming time, the Prime Minister emphasized that we must strictly implement the goals set out in the Resolutions of the Politburo, the National Assembly, the Government and the requirements and demands of enterprises, which is to make private enterprises the most important driving force for the country's economic development: " We must create momentum, trust, create a movement, mobilize the participation of people and enterprises. To mobilize people and enterprises, the apparatus must be ready to organize and implement with a spirit of high determination, great effort, drastic action, finish each task, and focus on key points. How to create changes, movements, trends, and ultimately the effective contribution of enterprises to economic development ".
The Prime Minister requested to continue promoting the resolution of institutional bottlenecks for businesses to access resources, minerals, human resource training, science and technology, digital transformation... Assign the Government Office to develop a roadmap to reduce administrative procedures, administrative costs and time to carry out administrative procedures, promote decentralization and delegation of authority to localities in handling administrative procedures for people and businesses.
The Prime Minister also requested localities to supplement and complete plans to create new projects, publicly call for investors to access equally, publicly, and transparently, including projects for socio-economic development, infrastructure, energy, etc.
At the same time, focus on building a group of policies to support small and medium-sized enterprises in terms of infrastructure such as electricity, land rent, fees, and charges. Strengthen supervision, inspection, evaluation, strengthen dialogue organization, listen to opinions on building institutions, mechanisms, and policies of people, businesses, and business households.
The Prime Minister hopes that members of the Steering Committee and relevant entities will promote a sense of responsibility, solidarity, and unity. The whole country is an army, marching to reach the target, fighting to win, bringing about concrete results, thereby successfully implementing Resolution 68 of the Politburo on private economic development.
