Ninth Session, 15th National Assembly: Institutional innovation, improving the enjoyment of people and businesses

The 9th Session of the 15th National Assembly has just ended with a historic mark when it passed the largest volume of legislative work ever, including 34 laws, codes and 14 legal resolutions. The new decisions are not only a breakthrough in terms of institutions and organizational structure, but also have a profound and direct impact on the lives of people and businesses in many fields, and are expected to create a solid legal foundation, unlock resources, and open up new development space for the country.

Streamlining the apparatus, improving efficiency in serving people

The 9th session of the 15th National Assembly took place in two sessions in May and June for a total of 35 days. It was the session with the largest volume of legislative work in the history of the Vietnamese National Assembly , with more than 50 important contents being considered and decided.

This is one of the most historic and largest-scale sessions ever, with a huge amount of work, many breakthrough contents in terms of institutions, legislation, supreme supervision and decisions on important issues of the country, marking a strong transformation of the political , legal, economic and social systems, paving the way for the era of modernization, digitalization, greening and sustainable development, meeting the requirements of national development in the new context.

The new laws and resolutions passed by the National Assembly at the Ninth Session have had a profound, direct and multi-dimensional impact on the lives of people and businesses in many fields.

Making institutional breakthroughs, the National Assembly passed a Resolution on amending and supplementing a number of articles of the 2013 Constitution. This is a historic event, aiming to implement the policy of streamlining the organization of the political system, focusing on regulations on the Vietnam Fatherland Front, socio-political organizations, demarcation of administrative units and organization of local governments.

This amendment to the Constitution has paved the way for the improvement of the two-level local government organization model, towards a streamlined, effective, efficient, people-friendly, and practical apparatus. This is expected to reduce procedures, save time and costs, and improve the quality of service to people and businesses.

In addition, the merger of provincial-level administrative units helps save resources, increase the efficiency of public investment, and create more favorable conditions for people to access public services and development resources. Now, people and businesses can perform almost all public services at communes and wards on the VNeID application very quickly and conveniently, including issuing "red books", construction permits, etc. because commune and ward authorities have the right to perform the tasks prescribed by law. Tasks and powers are assigned, decentralized, and delegated according to Government decrees; and are decentralized and delegated from higher-level state agencies.

Social security, education and health care are given strong attention.

The National Assembly has passed resolutions on tuition exemption and support for preschool children and primary school students, and universal preschool education for children aged 3-5, contributing to reducing the financial burden on families and promoting equality in access to education. New policies on organic agriculture development, child protection, and improving the quality of healthcare and education will also have a positive impact on social welfare, health, and the future of the people.

These policies are reflected throughout the process of the National Assembly discussing and evaluating the implementation of the socio-economic development plan and the annual state budget with many fundamental and feasible solutions to achieve growth targets, stabilize the macro-economy, control inflation, stimulate domestic consumption, improve the efficiency of public investment disbursement... ensuring that this year's economic growth rate is not lower than 8%, creating momentum for the following years of the 5-year plan 2026 - 2030 to grow by double digits. Because only when we implement well and fully the plan targets and budget estimates can we ensure financial resources to solve the problem of social security and welfare for the people.

Economic breakthrough, creating momentum for growth and employment

At the session, the National Assembly passed 34 laws, codes and 14 legal resolutions. In addition to the laws and resolutions on the organization of the state apparatus, the laws and resolutions on key areas such as economics, finance, education, science and technology, environment, national defense, security, human rights, civil rights, private economic development, digital transformation, innovation, personal data protection, technical standards, taxes, enterprises, teachers, employment, etc. have basically and promptly institutionalized the major policies of the Party, especially the Resolutions of the Politburo of the "four pillars", creating a strong foundation and driving force to move the country forward in the new era.

Major policies decided by the National Assembly such as maintaining the economic growth target of no less than 8% in 2025, creating momentum for double-digit growth in the 2026-2030 period, the Resolution on the establishment of an international financial center in Vietnam, piloting a number of specific mechanisms and policies for the development of Hai Phong city, a number of special economic zones, building the North-South high-speed railway, developing nuclear energy, digital technology industry, continuing to complete the network of vertical and horizontal highways, the Ho Chi Minh City Ring Road 4... have opened up many job opportunities, promoted production and business, created new development space for localities, reduced regional disparities, and are new growth drivers for the country.

Protecting human rights, digital transformation, modernizing governance

The Law on Personal Data Protection, amendments to criminal procedures, recognition of the legal value of electronic data and digital evidence in trials help protect privacy, enhance cyber security, prevent high-tech crimes, and create a foundation for a digital society and digital economy. Judicial reforms, innovation in the national governance model, and strengthening grassroots democracy will contribute to strengthening people's trust and enhancing the role of law in protecting citizens' rights. Laws on national defense, security, environment, technical standards, etc. help strengthen the protection of sovereignty, social security, protection of the living environment, and response to climate change.

Transparent, democratic, closer to the people

Voters and the People highly appreciate the process of collecting public opinions on draft laws and resolutions, which has been expanded and applied digital technology, creating conditions for millions of people to participate in giving opinions, demonstrating a spirit of democracy, transparency, and high social consensus; new policies have been directed towards being easier to implement, closer to reality, closer to people and businesses, contributing to reducing hassles and promoting innovation.

Voters and people believe that the new laws and resolutions at the 9th Session will not only create a solid legal foundation for the country to develop rapidly, sustainably, modernly, deeply integrate and enhance its international position, but also have a direct and positive impact on the rights, obligations and development opportunities of each citizen and business.   through unlocking resources, removing institutional bottlenecks, boosting public investment, promoting economic growth, international integration, developing science and technology, innovation, digital transformation, developing the private economy, improving the quality of human resources, ensuring social security, and protecting the environment.

The laws and resolutions passed at this session will contribute to effectively implementing the revolution of streamlining the organization and apparatus of the political system, creating new development space for localities and the whole country, bringing the country into a new era - modernization, digitalization, greening and sustainable development.
