2025 High School Graduation Exam May Be Affected by Extreme Weather

The Minister of Education and Training has just issued Official Dispatch No. 838/CD-BGDDT to the Chairmen of the People's Committees of provinces and centrally-run cities on proactively responding to natural disasters during the organization of the 2025 High School Graduation Exam.

According to the National Center for Hydro-Meteorological Forecasting, during the 2025 High School Graduation Exam, the Northern region is forecast to have intermittent sunshine, scattered showers and thunderstorms in the afternoon and evening; the Central region is sunny, hot in some places, scattered showers and thunderstorms in the afternoon and evening; the Central Highlands and the Southern region are sunny, scattered showers and thunderstorms in the afternoon and evening.

These developments pose many risks and could directly affect the preparation and organization of the 2025 exam.

To proactively respond to floods, minimize damage to people and property, and ensure the organization of a safe and serious exam, the Minister of Education and Training requested the Provincial Steering Committee for the 2025 exam to direct relevant units to proactively monitor and update weather information; regularly and closely monitor the developments of floods, thunderstorms, storms and other extreme weather conditions from hydro-meteorological forecasts of the National Center for Hydro-Meteorological Forecasting and local authorities; maintain regular contact with the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue at all levels, authorities, and local rescue forces to promptly respond in case of incidents.

Localities review, develop and deploy plans to ensure exam safety with the 4-on-the-spot motto (on-site command, on-site logistics, on-site means, on-site forces).

In particular, pay attention to facilities, urgently review, inspect, and reinforce facilities of examination sites, examination rooms, electricity, water, and drainage systems to ensure safety and sufficient conditions for organizing exams in all weather conditions (heavy rain, hot sun).

Units should develop contingency plans, move files, documents, machinery and equipment to safe places, avoid damage caused by floods and landslides; prepare backup examination sites and examination rooms in case the main examination site is affected by natural disasters; ensure absolute safety in the transportation and preservation of exam papers and test papers before, during and after the exam; avoid damage caused by heavy rain, heat, fire and explosion.

In order to ensure the safety of staff and candidates, units set up information channels with parents and students to manage, guide and support candidates to move to the exam site safely, minimizing risks due to natural disasters; have plans and solutions to support food and accommodation near the exam site for staff and candidates living far away, in need, especially staff and candidates who have to cross rivers, streams, ferries, roads at risk of flooding, landslides... so that everyone can get to the exam site and take the exam safely.

Units urgently clean and sanitize classrooms immediately after storms and floods end to ensure safety, cleanliness, disease prevention, and readiness for exam organization.

Localities continuously update information, summarize damages (if any) and develop a treatment plan, promptly report to the Provincial People's Committee for remedial measures; at the same time, promptly report to the Ministry of Education and Training for coordination in handling.
