Pursuant to the cooperation agreement between the Governments of Vietnam and Australia , the implementation of the Program to send Vietnamese citizens to work in the agricultural sector in Australia is carried out according to the contents of the Memorandum of Understanding (MOU) and the MOU Implementation Plan signed between the two parties.

However, recently, Australia has proposed to remove two enterprises Hoang Long CMS and SONA JSC from the program because they showed signs of violating regulations on fair and ethical selection of Vietnamese workers to work abroad under contracts.

Based on the request from Australia and to ensure transparency and seriousness in the implementation of the program, the Department of Overseas Labor Management, Ministry of Home Affairs has decided to remove the two above-mentioned companies from the list of enterprises participating in the Program to send Vietnamese workers to work in the agricultural sector in Australia under the Agreement signed between Vietnam and Australia.

According to the latest updated list, currently there are only 5 units including: Overseas Labor Center (Colab) and 4 service enterprises (including ISM Labor and Trade Cooperation Company Limited - ISM LCC, LOD Human Resources Development Joint Stock Company - LOD CORP, Viet Thang International Development Joint Stock Company - VTC CORP and Mirai International Joint Stock Company - MIRAI) continue to be selected by the Australian Government to implement the Program to send Vietnamese workers to work in the agricultural sector in Australia.

Warning about fraudulent use of the program

The Department of Overseas Labor Management also warns of the risk that some organizations and individuals will take advantage of the name of the Program, the name of the selected public service unit and enterprise to advertise falsely, defraud and collect money from workers. Therefore, the Department recommends that workers absolutely do not register through intermediaries or brokers .

Workers who are interested and eligible to participate in the program need to go directly to the headquarters of the public service units and enterprises selected by the Australian Government as mentioned above to find out information and register to participate.

An important point emphasized in the announcement of the Department of Overseas Labor Management is: Candidates participating in the Program do not have to pay recruitment fees or service fees (these fees are paid by Australian employers to public service units and businesses).

Previously, as reported by the Government E-newspaper, recently, the Government E-newspaper has continuously received many reports from workers about being charged high fees by brokerage companies, showing signs of tax evasion, and even fraud in the form of "labor export".

According to a representative of the Department of Overseas Labor Management, despite many efforts from state management agencies, reality shows that the situation of organizations and individuals taking advantage of the need to work abroad for personal gain continues to be complicated.

The Department of Overseas Labor Management has received many complaints from workers about being charged money and promised to work abroad by organizations and individuals without operating licenses. There are even organizations and individuals impersonating competent authorities or licensed businesses to defraud and take advantage of workers.

In response to these incidents, the Department of Overseas Labor Management has proactively forwarded the complaints and denunciations to the local police and Department of Home Affairs for inspection, verification and handling in accordance with regulations. At the same time, many interdisciplinary inspections have been organized to detect, correct and handle violations.

In some cases, the Department has coordinated with the Hanoi Police and Department of Home Affairs to inspect organizations and individuals who do not have the function but still organize recruitment and collect money from workers.

In particular, the Ministry of Public Security has also investigated and verified signs of violations in the activities of sending workers abroad at many enterprises, including Hoang Long CMS and SONA JSC - two units that have just been removed from the cooperation program with Australia.

The Department of Overseas Labor Management recommends that workers should only work with businesses that have legal licenses, clear information, and are publicly available on the Department's Electronic Information Portal. Workers should not trust empty promises, cash transactions, or transfer money to unlicensed individuals or intermediary organizations.

Along with supervision and strict handling from the authorities, workers themselves need to proactively equip themselves with legal knowledge and be careful in all transactions to protect their legitimate rights when participating in international labor programs.

According to the Department of Overseas Labor Management, in the first 5 months of 2025, the total number of Vietnamese workers working abroad was 61,631 people, reaching 47.4% of the 2025 plan, mainly in the markets of Japan, Taiwan (China), and South Korea.
