Eliminating polluting vehicles: Unclear which ministry is responsible

Deputy Minister of Construction Nguyen Van Sinh said that this roadmap has not been submitted to the Government for promulgation by the Ministry of Agriculture and Environment, therefore, the Ministry of Construction has not been able to issue an implementation plan.

On July 21, at the National Assembly House, the thematic monitoring delegation "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" worked with the Ministry of Construction and the Ministry of Industry and Trade. Vice Chairman of the National Assembly Le Minh Hoan, Head of the National Assembly's monitoring delegation, chaired the meeting.

At the meeting, Vice Chairman of the Committee for Science , Technology and Environment Ta Dinh Thi, Head of the Working Group of the monitoring delegation, requested the Ministry of Construction to clarify many contents.

“The total amount of ash and slag from thermal power plants is about 47.2 million tons; the amount of PG gypsum generated from fertilizer and chemical plants is up to 16.37 million tons. However, according to businesses, there is still a lack of standards, regulations and technical guidance in the treatment and use of these types of waste,” Mr. Ta Dinh Thi cited.

The monitoring delegation also requested the Ministry of Construction to supplement and specifically evaluate the results of exhaust gas testing of automobiles and specialized motorbikes in 2023 - 2024, clarify difficulties in implementing the mandatory testing roadmap; request additional reports on data and specific analysis on waste and dredged material management in the transport sector.

Mr. Ta Dinh Thi also emphasized that, up to now, the Ministry of Construction has not yet issued a plan to implement the roadmap to eliminate vehicles using fossil fuels according to the Law on Environmental Protection; he requested the Ministry to urgently clarify the cause and have a specific plan to submit to competent authorities.

Responding to the above comments, Deputy Minister of Construction Nguyen Van Sinh affirmed that the Ministry of Construction has basically issued all the standards, regulations and guidelines related to the treatment and use of ash, slag and gypsum as construction materials and landfill materials. The total amount of ash and slag consumed by thermal power plants over the years nationwide is about 100 million tons, accounting for about 69.2% of the total emissions so far.

Regarding the roadmap for converting and eliminating vehicles using fossil fuels and vehicles that pollute the environment, a representative of the Ministry of Agriculture and Environment said that according to Decree 08/2022/ND-CP, the responsibility for promulgating the roadmap and implementation plan belongs to the Ministry of Construction.

However, according to Deputy Minister Nguyen Van Sinh, in Decree 08/2022/ND-CP, the Government assigned the Ministry of Natural Resources and Environment (formerly known as the Ministry of Agriculture and Environment), now the Ministry of Agriculture and Environment, to take the lead in developing and submitting the roadmap to the Prime Minister for approval. To date, this roadmap has not been submitted to the Government for promulgation, so the Ministry of Construction has not yet issued an implementation plan. The Deputy Minister affirmed: "This is a common task, we will soon coordinate with the Ministry of Agriculture and Environment to implement it, trying to complete it before the monitoring delegation reports to the National Assembly on this monitoring topic."

Speaking at the meeting, Vice Chairman of the National Assembly Le Minh Hoan stated that the Ministry of Construction needs to be more aware of its role and take full responsibility for environmental protection in the construction and transportation sectors. The Vice Chairman of the National Assembly also requested the Ministry to have drastic solutions to create positive changes in the treatment of ash, slag, and gypsum from thermal power plants, as this is an environmental challenge for the country.
