It is necessary to amend and supplement the Law on Public Security.
Speaking at the seminar, Deputy Minister of Justice Nguyen Thanh Ngoc emphasized that Resolution 66-NQ/TW dated April 30, 2025 of the Politburo is an important Resolution in promoting institutional improvement, including the task of promoting and improving the quality of legal education and dissemination in the new situation.
Over the past 12 years, the work of disseminating and educating the law (LLE) has had positive changes in many aspects. However, facing the need for innovation, especially in the context of digital transformation and promoting the completion of legal institutions, this work requires innovation in terms of thinking, content, and methods, so that the law reaches all subjects; thereby raising legal awareness for the people.
In order for the amendment and supplementation of the Law on Legal Aid to achieve the desired results, the Ministry of Justice will regularly organize seminars and workshops, especially in localities and with beneficiaries, to identify the limitations, obstacles, and "bottlenecks" of the Law for amendment.
Deputy Director of the Department of Legal Dissemination and Legal Aid Phan Hong Nguyen said that in 2022, the Ministry of Justice guided and organized a review of 10 years of implementing the Law from the central to local levels; organized a 10-year review conference and issued Report No. 45/BC-BTP dated February 15, 2023 on summarizing the implementation of the Law.
After the summary, the Ministry of Justice continued to monitor and evaluate the implementation of the provisions of the Law and detailed guidance documents. Accordingly, over the past 12 years, the work of legal dissemination and education has had positive changes in many aspects. Up to now, the institutions and policies serving the implementation of the Law on Legal Dissemination and Education have been basically built in a complete and synchronous manner, creating a legal basis for the work of legal dissemination and education to be implemented regularly and stably, contributing to ensuring the right to legal information, forming the habit of proactive learning, raising the awareness of self-compliance and compliance with the law of officials and people.
However, the current implementation of the Law on Dissemination of Legal Information is still limited in practice. Dissemination of legal information has not met the requirements of society; the awareness of compliance and observance of the law among officials and people is not high... These limitations have many causes, including causes from institutions, policies, and laws. There are still some shortcomings, problems, and inadequacies that are not suitable to reality and need to be studied, revised, and supplemented.
Along with that, some regulations in the Law on Dissemination of Legal Documents on the responsibilities and tasks of central agencies are not yet consistent with the policy of promoting decentralization, enhancing responsibility, initiative and creativity of localities, and being constructive so that localities can decide and organize timely, appropriate and effective implementation.

Need to innovate methods and forms of popularizing and educating the law
Exchanging opinions at the Seminar, the majority of delegates said that, in order to meet the requirements of national development in the new era, the organization of law enforcement must be given more importance; the content and form of legal dissemination must be selected appropriately, creatively, and have a positive impact on improving the effectiveness of this work.
Lawyer Nguyen Duy Lam, former Head of the Department of Legal Dissemination and Education, Ministry of Justice, emphasized that, in response to the requirements of the country's new development period and the current and future world context, some provisions of the Law are no longer suitable, so amendments and supplements are necessary to bring the law into life.
In addition, the mechanisms, policies and conditions to ensure legal dissemination work are still limited and not really unified and synchronous; human resources for legal dissemination work in ministries, branches and localities are still lacking compared to the needs; the socialization of legal dissemination work is not widespread, the participation of agencies, organizations, enterprises and individuals in this work is not as expected...
Lawyer Nguyen Duy Lam said that it is necessary to analyze and evaluate good results, models, and experiences through summarizing 10 years and 12 years of implementing the Law on Dissemination of Legal Documents 2012. From there, amend and supplement regulations to ensure the consistency and synchronization of the law on Dissemination of Legal Documents. Pay attention to diversifying policy communication methods, applying digital technology, etc.
According to Prof. Dr. Nguyen Minh Doan, Hanoi Law University, in order for legal dissemination activities to be carried out smoothly and effectively, it is necessary to determine the content appropriate to the subjects that need dissemination and education, the type and level of dissemination and education.
The content of legal dissemination should not only stop at providing information about the law, but also include the dissemination of policies and guidelines of the Party and State on a certain issue, especially for newly issued policies and legal documents and legal activities of relevant organizations and individuals.
The representative of the Ministry of Ethnic Minorities and Religions said that the work of legal dissemination and education has helped officials and people in ethnic minority and mountainous areas understand and perceive correctly and fully the provisions of the law related to their rights, interests and obligations. However, the quantity and quality of human resources performing legal dissemination and education work in ethnic minority and mountainous areas have not yet met the requirements and assigned tasks,...
Therefore, the Ministry proposes to focus on innovating content and diversifying forms of legal dissemination at the grassroots level to ensure flexibility and creativity in connection with situations arising in practice, and to replicate effective models suitable for specific subjects and localities.
