The reason why state agencies in Ho Chi Minh City have not been able to recruit excellent students for 5 years

On the afternoon of June 8, at a regular press conference providing information on the socio -economic situation of Ho Chi Minh City, the Ho Chi Minh City Department of Home Affairs talked about the reasons why from 2018 to now (5 years), state agencies in Ho Chi Minh City have not been able to recruit excellent students and young scientists according to Decree 140 of 2017 of the Government.

According to Mr. Nguyen Sy Long, Deputy Head of the Department of Civil Servants and Public Employees - Ho Chi Minh City Department of Home Affairs, due to the current legal regulations on salary and income policies for cadres and public employees, the income is much lower than that of non-public sector units.

Mr. Long said that excellent graduates and young scientists according to Decree 140 are individuals with excellent academic and scientific research achievements, so they have many opportunities to receive scholarships to study and improve their qualifications domestically and abroad. Therefore, they often prioritize studying and improving their professional qualifications, and do not pay much attention to recruitment information and work for agencies and units in Ho Chi Minh City.

"This is a group that is often sought out and invited to work by organizations and businesses outside the public sector with very attractive incomes and many opportunities for career advancement. Therefore, agencies and units in Ho Chi Minh City are currently having difficulty in detecting, selecting and retaining this group. Because the current legal regulations on salary and income policies for officials and civil servants are much lower than those of non-public sector units," said Mr. Long.

According to Mr. Long, to create a positive change in attracting high-quality human resources, the Department of Home Affairs is deploying agencies and units to register their needs to attract excellent students and young scientists in 2023.

It is expected that the Ho Chi Minh City People's Committee will issue a selection plan in June 2023 and carry out the selection process in the third quarter of 2023.

According to Mr. Long, in order to improve the effectiveness of attracting and retaining talent when the resolution replacing Resolution No. 54/2017/QH14 was passed by the National Assembly, the Ho Chi Minh City Department of Home Affairs has proactively coordinated with relevant agencies and units to research and develop policies on recruiting and using excellent students and highly qualified people to submit to the Ho Chi Minh City People's Council for consideration, promulgation and implementation in the coming time.

In which, research and propose policies to attract and treat staff from excellent graduates and young scientists according to Decree No. 140/2017/ND-CP of the Government.
