Opening a mechanism to buy and sell rooftop solar power in industrial parks, what are the benefits?

In the most recent direction of Prime Minister Pham Minh Chinh when chairing the Government Standing Committee meeting on September 23 on the draft decree regulating mechanisms and policies to encourage the development of rooftop solar power, it allowed organizations and individuals to invest in this system. If they do not use all of it, they will be allowed to sell to the grid no more than 20% of the installed capacity at a price equal to the average price of the previous year.

22 GW of solar power could be developed

Notably, the Prime Minister emphasized the expansion of regulations allowing transactions and purchases of rooftop solar power for self-use in industrial parks, export processing zones, economic zones, and high-tech zones. The Prime Minister assigned the Ministry of Industry and Trade to complete the draft to submit to the Government for promulgation next week.

Speaking with Tuoi Tre Online , Mr. Nguyen Huu Khoa - Ho Chi Minh City College of Electricity, member of the scientific council of Vietnam Energy magazine - said that Vietnam's rooftop solar power potential is huge, with a level of over 140 GW.

In particular, Vietnam has 428 industrial parks and more than 1,000 industrial clusters. There are nearly 80,000 enterprises and secondary investors in industrial parks, export processing zones and high-tech zones. Therefore, the technical potential of rooftop solar power is estimated at nearly 22 GW, if each industrial park is allowed to install 50 MW.

Currently, the draft decree of the Government regulating the mechanism and policies to encourage the development of rooftop solar power, previously developed by the Ministry of Industry and Trade, has not clearly stated the regulations on transactions and purchase of rooftop solar power for self-use in industrial parks, export processing zones, economic zones, and high-tech zones.

According to Mr. Khoa, in fact, Decree 80 of the Government also stipulates the mechanism for direct electricity trading between renewable energy generators and large electricity users. Accordingly, it allows units to trade electricity through private connection lines and through the national grid.

In fact, there are many businesses with large factory and warehouse areas, but low electricity consumption needs. These businesses can install additional rooftop solar power systems (in addition to their own needs), becoming power generators to sell electricity directly to other businesses via private lines, if Decree 80 is applied.

However, if the purchase and sale of electricity in industrial parks and export processing zones is further expanded through the rooftop solar power incentive mechanism, it will open up more opportunities for businesses in industrial parks and export processing zones to invest, install and sell electricity.

Many mechanisms need to be improved

Accordingly, Mr. Khoa proposed that the draft needs to address issues such as: Can rooftop solar power system installation units and electricity purchase units use the power grid infrastructure of industrial parks and export processing zones to connect to buy and sell electricity?

Is it necessary to have permission and pay fees for infrastructure use and grid operation for investors of industrial parks and export processing zones according to the tripartite agreement? Does the purchase and sale of electricity in industrial parks need permission from the investors of the industrial parks?

At the same time, the issues that arise for Vietnam Electricity Group (EVN) in implementing electricity trading between units (applicable to both DPPA mechanism and rooftop solar power) are the calculation of transmission, distribution, electricity market transaction costs, ancillary services and other costs.

EVN will also face difficulties in adjusting wholesale prices, investment costs, installing electricity metering systems, and collecting remote measurement data, which will affect EVN's finances. Therefore, Mr. Khoa believes that it is necessary to soon pilot a two-component price mechanism to ensure cost recovery when renewable energy sources are increasingly used.
