On July 17, the United Arab Emirates (UAE) Assistant Secretary of State for Political Affairs Lana Nusseibeh called for the deployment of a “temporary” international mission to respond to the humanitarian crisis in the Gaza Strip.

As the international community carefully considers Gaza’s post-conflict future, “the goal cannot be a return to the status quo before October 7, 2023,” Ms. Nusseibeh stressed.

In a commentary in the Financial Times , the UAE diplomatic official emphasized that any “afterward” efforts must fundamentally change the trajectory of the Israeli-Palestinian conflict towards the goal of establishing a Palestinian State living peacefully alongside the State of Israel.

Affirming his support for a just and sustainable peace, the UAE Assistant Foreign Minister called for a joint strategy to break the cycle of violence in Gaza and build the foundation for a new future for both Israel and Palestine.

Accordingly, the first step will be to deploy a temporary international mission to carry out four priorities: responding to the humanitarian crisis, establishing law and order, laying the foundations for government and paving the way for the unification of the occupied Gaza Strip and the West Bank under a single legitimate Palestinian authority.

According to Ms. Nusseibeh, this four-priority mission could be a central part of a broader strategy to help the Palestinian people achieve their aspirations for a state through negotiations.

However, pointing out that a temporary international mission in Gaza can only be established upon an official invitation from the Palestinian Authority headed by a new, credible and independent prime minister, the UAE diplomat stressed that Israel must also contribute to these recovery efforts.

Ms. Nusseibeh also stated that the restoration of the Gaza Strip cannot be carried out under the current blockade, and that such a mission will require the full and steadfast support of all parties involved.

Israel’s offensive on Gaza has killed more than 38,000 people, mostly women and children, since October 2023. The Israeli military campaign has left much of the enclave of 2.3 million people in ruins, leaving most civilians homeless and famine still raging.
