The new bill, called the No Adversarial AI Act, aims to identify artificial intelligence (AI) systems developed by rival countries like China and ban their use in the US government , except for research and counterterrorism purposes.
According to ABC News, the group of lawmakers who proposed the bill also pledged to ensure the US maintains its leadership in the global AI competition, which is increasingly tense with China.
China has not yet given an official response to this bill.
At a hearing before the US Congress on Capitol Hill (Washington DC, USA) on June 25, Republican Congressman John Moolenaar, who is also the chairman of the House Committee on China, emphasized that AI is a central strategic technology in the current era.
“We are in a new Cold War, with AI as a central strategic technology. The global balance of power may depend on who leads in this field,” said MP Moolenaar.
The hearing comes as China has unveiled a high-performance AI model from Hangzhou-based DeepSeek, which costs much less to develop than similar platforms from US tech companies like OpenAI or Google.
This has raised concerns that China is rapidly catching up with the US despite limited access to advanced technology and chips.
Experts attending the conference asserted that the US must win the AI race to maintain its strategic position.
Thomas Mahnken, president and director of the Center for Strategic and Budgetary Assessments, called it a “protracted technological and security competition” that could shape the world political order.
Anthropic AI co-founder Jack Clark commented that AI reflects the values of the place where it is developed. According to him, AI developed in democratic countries will serve the interests of humanity and vice versa.
Stanford University's AI Index 2025 report shows that the US is still leading in developing advanced AI models, but China is rapidly closing the gap and leading in the number of scientific publications and patents.
Mr. Clark called on the US Congress to strengthen controls on chip exports to China, because “modern AI depends on computing power.”
He warned that if not tightened, China will have enough AI development tools to threaten US interests.
