Russian Foreign Minister Sergei Lavrov said on September 24 that Moscow supports India, Brazil and one of the African countries joining the United Nations Security Council (UNSC) as permanent members.

According to Mr. Lavrov, developing countries do not have enough representatives in the Security Council of the largest multilateral organization on the planet.
“We need to respond to and respect Africa's aspirations,” Lavrov stressed.
Mr. Lavrov said that Russia supports granting permanent membership of the UNSC to Asian, African, and Latin American countries instead of Germany and Japan.
According to the Russian Foreign Minister, adding members to the Security Council from NATO, the European Union (EU) or Western allies like Japan "will only strengthen and deepen injustice".
Mr. Lavrov also pointed out that “there is no international issue on which Berlin and Tokyo speak differently from the ‘big guys’ across the ocean.”
Previously, at the 2022 World Peace Forum in Beijing, former Russian Ambassador to China Andrey Denisov also spoke out against Germany and Japan being permanent members of the UNSC and declared that he "did not see any value in admitting them".
"Russia calls for expanding the UN Security Council based on the principle of consensus. This process requires a proportional increase in the proportion of African, Asian and Latin American countries, so that the Security Council becomes a more democratic organization, meeting the aspirations of the global people," Mr. Denisov emphasized.
In 2005, Germany, Japan, India and Brazil, or the G4, proposed expanding the Security Council. However, after much discussion, this proposal has not been implemented due to opposition from some permanent members of the Council.
