
It is expected that the design, construction drawings and estimates will be approved by October 2024, the construction contract will be awarded in December 2024 and construction will officially begin in January 2025. Mr. Vo Van Diem - Director of the Project Management Board for Investment and Construction of Agricultural and Rural Development Works said that the project's work items must be reviewed and commented by the sponsor before being submitted to the competent authority for approval, so it takes a long time to implement the project.
The project is technically complex, related to economics , tourism, sustainability..., especially beach nourishment is a new technique in Vietnam. Therefore, AFD proposed to mobilize international consultants with experience in the field of erosion control and beach nourishment to conduct the project feasibility study (FS) review. However, due to the complicated developments of the COVID-19 pandemic, affecting the mobilization of international consultants by AFD, the review and approval process of the FS was slower than originally planned.
The project "Anti-erosion and coastal protection of Hoi An" was approved by the Prime Minister on August 15, 2019, the Provincial People's Council approved the adjustment on July 12, 2023 and the Provincial People's Committee approved the investment project on August 4, 2023. The total construction investment is 42 million EURO (equivalent to over 982 billion VND), including: 808 billion VND (50% allocated by the central government and 50% re-borrowed by the province), non-refundable aid of 46 billion VND and local budget counterpart of 128 billion VND.
The project is implemented from 2019 to 2026. The agreement expires on December 31, 2028. The total capital plan allocated until 2024 is nearly 181 billion VND.
