The construction of Tran Van Hoai sidewalk and street is behind schedule, affecting people's travel and business.
The project to upgrade and expand Tran Van Hoai Street, invested by the Ninh Kieu Area Construction Investment Project Management Board, has a total length of more than 500m, starting at the intersection with 3/2 Street and ending at the intersection with 30/4 Street. The road has a right-of-way of 40m, including 6m sidewalks on each side, 13m road surface on each side and a median strip, combined with 2m wide flower beds and auxiliary items, technical infrastructure, drainage system... According to the initial plan, Tran Van Hoai Street will be put into use in July 2025. But up to now, the above project is still under construction...
Ms. Tran Ngoc Anh, manager of a food and beverage shop, complained: “Currently, the shop's monthly rent is more than 40 million VND. Before upgrading and expanding Tran Van Hoai Street, the shop's average daily revenue was about 10 million VND. Since the sidewalk construction and drainage system installation, the construction unit has dug up a mess, sand, rocks, concrete slabs and sewer pipes are scattered on the sidewalk, obscuring the frontage, leaving no way to enter or exit the shop, so revenue has decreased compared to before."
Because the sidewalks were dug up for construction, most businesses on Tran Van Hoai Street encountered many difficulties in doing business. Mr. Mai Thanh Tuong, who runs a restaurant service, said: “The project is prolonged, the dust is everywhere, and it sticks to the items in the restaurant. When it rains, it floods, the water drains very slowly, causing pollution. If the entire project cannot be implemented, then the sidewalks should be temporarily built to reduce pollution. The longer the project is delayed, the more miserable the people will be.”
Similarly, Mr. Vu Van Sinh, an eyeglass store on Tran Van Hoai Street, said: “The store has been quiet for the past few months because the construction unit has covered the frontage to construct the sidewalk and drainage system. Because there is no parking space and the entrance to the store is muddy, there are no customers coming.”
The reason why the construction of Tran Van Hoai Street is behind schedule compared to the plan is because the investor and related units have not coordinated well and partly because the merger has affected the progress of relocation of technical infrastructure works, such as electricity, water, telecommunications, etc.
Explaining the reason for the slow progress of the construction of the power infrastructure, Mr. Nguyen Van Hoang, Deputy Director of Can Tho City Electricity Company, said: "The Ninh Kieu Area Investment and Construction Project Management Board assigned the electricity sector to construct new poles right at the old culvert location, so the unit also encountered many difficulties during the construction process. In addition, along both sides of Tran Van Hoai Street, there are many business units and state agencies operating, so cutting off the power on normal days to construct the project is also difficult... According to the plan, in early August 2025, the electricity sector will organize two power cuts to transfer the entire power grid to the new line and reclaim the old power grid to hand over the site to the Ninh Kieu Area Investment and Construction Project Management Board for construction". Currently, Can Tho City Electricity Company has basically completed the construction of power poles at new locations.
Mr. Tran Ngoc Thai, Deputy Director of the Ninh Kieu Area Construction Investment Project Management Board, said: “According to the plan, the site clearance for the electricity and water system will be basically completed in August 2025. We have extended the contractor’s deadline and completed the project in November 2025. However, the Board also requested the contractor to increase equipment and workers to speed up the progress, trying to complete it in September 2025.”
