In March 2008, the Beijing Times reported that a man named Wang Liangjie, originally from Henan Province and living in Beijing, filed a lawsuit against the China Sports Lottery Center. Wang Liangjie had previously won a jackpot worth 5 million yuan (over 17.5 billion VND). However, when he went to claim the money, the Sports Lottery Center refused because he had passed the deadline to claim the prize.

According to Wang Liangjie, after buying the lottery ticket, he went back to his hometown to visit for more than a month. It was not until he returned to Beijing that he learned that he had won the jackpot and missed the redemption deadline by 19 days. Wang Liangjie contacted the Lottery Center and requested an extension of the redemption deadline, but was not approved. Believing that the 28-day deadline given by the Lottery Center was unreasonable, the man decided to file a lawsuit in court.

Cannot receive 17.5 billion VND just because of small mistake

Based on the "lottery management" regulations in China at that time, the prize redemption period was set at 60 days. If no one came to claim the prize within the specified period, the prize would be rejected. However, the ticket that Uong Luong Giai bought had a shorter prize redemption period of only 28 days. This raises the question of how long is a reasonable time to redeem the prize?

"The redemption period for lottery tickets is uniformly regulated. As a lottery player who has purchased lottery tickets for seven years, Wang Liangjie should know this clearly. Even if it is the first time buying lottery tickets, one should learn these basic terms. If the buyer himself feels that the 28-day redemption period is unreasonable, he should not buy or participate in such activities," said Wang Jiehong, executive director of the Lottery Research Institute of Peking University.

Accordingly, when Uong Luong Giai decided to buy a lottery ticket and participate in the game, it meant that he agreed to the relevant lottery management regulations and needed to comply with them. Each type of ticket or issuing agency will have its own regulations that buyers need to understand. Vuong Tiet Hong also added that the rules cannot be changed just because someone missed the deadline to claim the prize.

The Beijing High Court said that Wang Liangjie started buying lottery tickets in 2000, which was more than 7 years at the time of the incident. He was considered to be a person who understood the regulations on prize redemption. In addition, the 28-day prize redemption regulations have been reviewed by Chinese administrative agencies and printed on the back of each lottery ticket, and have also been announced to the public through many forms.

Wang Liangjie's failure to redeem the prize in time was due to his own negligence and failure to protect his own rights. The Beijing High Court eventually ruled that the 28-day redemption period was correct, rejecting Wang Liangjie's appeal.

Not giving up, after the trial, Wang Liangjie said he would continue to file a lawsuit with a higher court. During the time he pursued the lawsuit, Wang Liangjie was also exhausted, depressed, and spent a lot of time and money. However, he still kept hoping to get back the jackpot prize money.
