The Government has issued Decree No. 188/2024/ND-CP dated July 1, 2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance. Accordingly, from the date of promulgation of the Decree, the State budget will support at least 50% of the health insurance premium for the following groups of subjects: students; village and hamlet health workers; village and hamlet midwives; forces participating in protecting security and order at the grassroots level; non-professional workers in villages and residential groups; artisans awarded titles by the State.

This policy is receiving consensus and excitement from the grassroots as it reaches vulnerable populations with little access to regular health services.
Ms. Nguyen Tuyet Huong - owner of a small hair salon in Thanh Sen ward shared: “I am raising 2 children who are studying alone with a lot of expenses. Before, I still tried to make sure they had health insurance cards but sometimes it was difficult. Now, my children still receive full health care but only have to spend half of the money to buy health insurance. This is a precious thing for a freelancer with a difficult income like me.”

The policy of increasing the minimum support level from 30% to 50% for students is not only financially meaningful but also opens up fundamental advantages in organizing and mobilizing work. Because for the group of students - one of the groups required to participate in health insurance - the consensus from the family plays a key role.
Mr. Nguyen Manh Toan - Director of Vu Quang Social Insurance said: "In recent times, the participation in health insurance of students in the area has become routine, strictly implementing the mandatory policy. The policy of increasing the level of health insurance support for students from 30% to 50% is a breakthrough decision, demonstrating the special attention of the State to the young generation. When students receive higher support, it not only helps parents reduce the financial burden but also facilitates the propaganda and mobilization process, contributing to increasing the coverage rate, building awareness of proactive participation from an early age".

Along with students, the new policy also brings peace of mind to those who work silently at the grassroots level. Having worked as a health worker in Truong Phu residential group (Vung Ang ward) for nearly ten years, Ms. Trinh Thi Thanh receives a monthly allowance of 468,000 VND. Her income is unstable, so life is always difficult.
Ms. Thanh confided: “I still try to save up to buy health insurance every year, because without it, when I get sick, the cost of medical examination and treatment is very expensive. There was a time when I even had to ask a service staff to collect the payment and pay it back in installments. Now that I have half of the support, I really feel cared for, encouraged, and have more motivation in life.”
As someone who has devoted much effort to preserving and teaching Nghe Tinh folk songs, Meritorious Artisan Nguyen Tien Khoi (Huong Khe commune) understands the difficulties of the artisans. He shared: “Most artisans do not have a salary, and their income from performing or teaching is not much. Therefore, to ensure health care, they have to save and squeeze to pay for health insurance. Now that there is a policy to support 50% of the cost, we are very happy, it proves that we are not left behind. This is a humane sharing from the policy.”

Also enjoying the social security policy under Decree 188 are the forces participating in protecting security and order at the grassroots level; non-professional workers. These are all volunteers who maintain order and patrol at night to ensure security for the neighborhood, without salary or benefits. There are many of them whose lives are still difficult, participating in health insurance is not a small task for them, sometimes they join and then give up halfway. From July 1, 2025, when the State supports 50% of the premium, they are very excited and determined to participate in health insurance regularly.
The policy of supporting at least 50% of health insurance premiums is not only an expansion of beneficiaries but also a step forward in social security thinking - shifting from "passive support" to "active investment" in public health. And, health insurance has been positioned as the foundation to protect the development capacity of each person, especially vulnerable groups. When the State proactively takes on part of the responsibility, it is also the time when society takes a step forward on the journey of health equity, leaving no one behind.
