Based on information about the outdoor temperature in Hanoi , schools are allowed to proactively decide to let students stay home. Preschool and primary school students are allowed to stay home when the temperature is below 10°C; secondary school students are allowed to stay home when the temperature is below 7°C.

Implementing the direction of the Hanoi People's Committee, on February 10, the Hanoi Department of Education and Training requested the Departments of Education and Training; affiliated schools, vocational education - continuing education centers; other centers performing continuing education tasks to strengthen measures to protect students' health from the effects of severe cold.

Accordingly, the Hanoi Department of Education and Training requires units and schools to coordinate with local health agencies to strengthen propaganda and dissemination of knowledge to cadres, teachers, staff, students and parents on how to protect their health in cold weather.

Units and schools need to regularly monitor and update information on outdoor temperatures in the Hanoi area during days of severe cold, which are broadcast in the weather forecast bulletin in the "Good Morning" program on VTV1 channel, Vietnam Television and the "Hanoi Morning" program on H1 channel, Hanoi Radio and Television at 6:00 a.m. every day.

Based on this information, heads of units and schools are allowed to proactively decide to let students stay home from school. Preschool and primary school students are allowed to stay home when the temperature is below 10°C; secondary school students are allowed to stay home when the temperature is below 7°C.

In case parents cannot take care of their children due to unavoidable reasons, the school must have a plan to pick up and take care of the students at school to ensure safety.

The Hanoi Department of Education and Training requires schools to review and promptly repair classrooms, functional rooms, boarding rooms, dining rooms, etc. to ensure that they are windproof, have enough light, and keep students warm. Boarding schools need to pay special attention to ensuring hot meals, food, and drinks; and warm enough naptime. Preschools and kindergarten groups need to have hot water to take care of children.

Depending on the weather conditions of each locality, schools can adjust school hours so that students do not have to arrive at school too early. In case students arrive late due to weather, flexible arrangements must be made so that students can enter school.

The Hanoi Department of Education and Training noted that during extremely cold days, schools should not organize outdoor activities for students; students are not required to wear uniforms.
