About driver training
People who need to be trained to get a motorcycle driving license for classes A1, A and B1:
For theoretical learning content, you must complete the training program as prescribed in this Circular and choose one of the following learning methods: self-study of theoretical subjects as prescribed by the Government on driver training activities or study at a driving training facility. For practical driving learning content: in a concentrated form at a driving training facility.
People who need to be trained to be granted driving licenses for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE:
For theoretical learning content, you must complete the training program as prescribed in this Circular and choose one of the following learning methods: concentrated at a driving training facility or distance learning, self-study with guidance according to the Government's regulations on driving training activities. For practical driving learning content: in the form of concentrated at a driving training facility.
This Circular annuls Circular No. 35/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport regulating training, testing, and granting of driving licenses; granting and using international driving licenses; training, testing, and granting certificates of training in knowledge of road traffic laws.
Transitional provisions
For training courses that have been opened before the effective date of this Circular, but have not yet conducted the completion test before the effective date of this Circular, the training institution shall proactively choose the process of evaluating the learning outcomes of theoretical and practical training content of trainees to consider completion of the training course according to the provisions of this Circular or according to the provisions of Circular No. 35/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport.
For training courses that have conducted the completion test before the effective date of this Circular, the completion confirmation of the training course shall continue to be carried out according to the provisions of Circular No. 35/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport. For certificates of completion of training courses and certificates of training in road traffic law issued before the effective date of this Circular, they shall still be valid according to the provisions.
The Department of Construction and driver training facilities continue to transmit and receive data related to driver training through the driver license information system until June 30, 2026.
