In the past 2-3 years, after each heavy rain lasting several hours, many roads and residential areas in the wards of Ky Lua, Luong Van Tri, Tam Thanh, Dong Kinh of Lang Son province were flooded. This situation occurs frequently at some locations such as: Ngo Quyen - My Son intersection, Ngo Quyen underpass, Le Loi - Ly Thuong Kiet intersection, Ba Trieu street (especially the section passing Hai Xom duck pho restaurant), Nam Hoang Dong urban area dual carriageway, Phai Tran intersection, Ban Vien block residential area (Tam Thanh ward), Phu Loc IV urban area...
At the above locations, water flooded the road surface, in some places 40 - 70 cm deep, making it difficult for people and vehicles to travel or impossible, leading to traffic disruption for many hours.
Water not only flooded the streets but also flooded residential areas, overflowed into houses, affecting the lives of many households.
Ms. Nguyen Thi Thu Tra, a resident of Ba Trieu Street (the section past Hai Xom duck pho restaurant) shared: Every time it rains heavily, water from the street overflows onto the sidewalk, then rushes into the house. My family has to raise furniture, even mobilize relatives to move important items to the upper floors. There are days when it takes several days to clean up the mud, which is very difficult.
The cause of flooding is determined to be heavy rainfall in a short period of time or continuous rain that the drainage system cannot handle in time. Many drainage systems were built a long time ago and are no longer suitable for the speed of urbanization and population growth. The size of the sewers is small and the capacity is low, so they cannot handle the large amount of rainwater. The construction of roads, houses, and new urban areas without a master plan for the drainage system causes natural flows to be blocked.
In addition, the situation of littering in the sewers and ditches causes serious blockages. Although the drainage system may work well, if it is clogged with waste, it will not be effective. Some areas that are natural water storage and regulation areas have been filled in for construction, losing the ability to drain water, leaving no place for water to be contained and causing flooding.
It is known that currently, in the area of 4 wards, there are more than 67,000 meters of sewers of all kinds and nearly 3,000 manholes and water collection pits. To ensure the system operates smoothly, minimize congestion and flooding, agencies and functional units have been implementing many solutions to increase drainage capacity.
Specifically, the Urban Drainage Branch, Lang Son Water Supply and Drainage Joint Stock Company has made efforts to carry out tasks such as dredging mud and soil, clearing flows, checking, repairing and replacing degraded and damaged items.
However, this work still faces many difficulties due to the lack of synchronous technical infrastructure, low-lying terrain in many areas, and complex weather conditions. In addition, people encroaching on drainage ditches for livestock farming and using them for the wrong purposes also hinder the process of clearing the flow...
Mr. Dinh Quang Vinh, Deputy Director of Urban Drainage Branch, Lang Son Water Supply and Drainage Joint Stock Company said: Anticipating the above difficulties, from the beginning of the year, the unit has developed a comprehensive plan to respond to situations of heavy rain and flooding in the area. We regularly focus on checking and dredging the sewer, ditch, and manhole systems, especially at black spots prone to flooding. After each heavy rain, the unit arranges staff and workers to be on duty at flooded spots to promptly clear sewer mouths, collect waste swept away by water, and ensure that the flow is not blocked for a long time.
At the same time, the unit actively coordinates with local authorities to propagate and mobilize people to raise awareness of protecting the drainage system, especially during the rainy and stormy season.

From the beginning of 2025 to present, the Urban Drainage Branch, Lang Son Water Supply and Drainage Joint Stock Company has dredged more than 1,200 manholes, over 7,000 meters of sewers with a volume of sludge of over 2,000 m3. In addition, the unit also replaced about 150 trash screens and 50 damaged cast iron covers.
Areas at high risk of flooding such as Tam Thanh cave entrance area, Nam Hoang Dong urban area, Phai Tran intersection... are also regularly inspected and dredged by the unit to ensure smooth system operation.

The above are only immediate solutions. It is known that, in order to completely overcome the local flooding situation in residential areas and roads in 4 wards of the province, the Department of Construction of Lang Son has been conducting surveys and proposing to the Provincial People's Committee to implement more effective drainage solutions such as implementing a plan to connect the new drainage system, creating two independent drainage systems. If implemented synchronously, this solution will help reduce pressure on the old system, thereby gradually overcoming the flooding situation at a "hot spot" of flooding such as: areas such as the intersection of My Son Street and Ngo Quyen Street, the Ngo Quyen Street underpass and at Nam Hoang Dong urban area...
The rainy and stormy season is still ongoing, so efforts to implement timely and synchronous drainage solutions are urgent. However, to achieve sustainable effectiveness, in addition to the efforts of agencies and functional units, it is necessary to have the cooperation of local authorities and the sense of responsibility of each citizen in maintaining the drainage system, contributing to building a green - clean - safe urban area.
