The Ministry of Justice is appraising the draft decision of the Prime Minister stipulating the principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital of local budgets to implement the National Target Program on Cultural Development for the period 2025 - 2035 (phase 1: from 2025 to 2030).

Accordingly, the allocation of funds will be focused on the provincial and communal levels, which are the beneficiaries and implementers of the program's tasks.

For localities that can balance their own budgets (such as Hanoi , Ho Chi Minh City, and Quang Ninh Province), the capital for implementing the program is mainly allocated from the local budget and other legally mobilized sources. The central budget only supports a number of specific tasks of national scale and nature, which are considered and decided by the Prime Minister based on proposals from localities and the Ministry of Culture, Sports and Tourism.

For provinces receiving support from the central budget of 60% or more, the local budget shall allocate counterpart capital of at least 10% of the total central budget support, equivalent to other national target programs such as sustainable poverty reduction and socio -economic development of ethnic minority and mountainous areas. For localities receiving support from the central budget of 40% to less than 60%, the minimum counterpart capital shall be 20%. For localities receiving support from the central budget of less than 40%, the minimum counterpart capital shall be 30%.

The draft also sets out five main criteria with specific coefficients for allocating central budget capital to localities. These are criteria based on communes (particularly disadvantaged communes have a coefficient of 6.0; remaining communes/special zones (coefficient 4.0), wards (coefficient 2.0). The second criterion is the priority subjects of the locality (based on the rate of receiving support from the central budget): from 60% and above (coefficient 150), mountainous areas/Central Highlands below 60% (coefficient 100), the rest below 60% (coefficient 60). The remaining criteria are population size; area and criteria based on historical - cultural relics, scenic spots (special national relics: coefficient 5.0; national relics: coefficient 2.0).
