The conference announced Decision No. 932/QD-TTg dated August 6, 2023 establishing the Prime Minister 's Administrative Procedure Reform Working Group (the Working Group). The Working Group is headed by Deputy Prime Minister Tran Luu Quang.

The working group is an inter-sectoral coordination organization, performing the function of assisting the Prime Minister in directing and urging ministries, branches and localities to implement goals, tasks and solutions on administrative procedure reform; strengthening administrative discipline and order and improving policy response capacity.

The task of the Working Group is to assist the Prime Minister in directing and urging the implementation of goals, tasks and solutions on administrative procedure reform at ministries, branches and localities according to documents, programs, plans and projects issued by the Government and the Prime Minister.

Periodically or suddenly, the Working Group works with the Prime Minister's Advisory Council on Administrative Procedure Reform and the business community, individuals and related organizations to listen to and identify difficulties and problems and promptly direct their removal.

At the meeting, leaders of ministries, branches and localities focused on discussing and proposing tasks and solutions to effectively implement the task of administrative procedure reform in the coming time in localities and units in accordance with the direction of the Prime Minister.

From now until the end of the year, the Working Group will focus on directing and urging ministries, branches and localities to announce and publicize administrative procedures on the national database on administrative procedures; receive, handle and resolve difficulties related to regulations and administrative procedures; inspect, rectify and handle acts of harassment and causing difficulties in handling administrative procedures; establish working groups to review and reform administrative procedures of ministries and agencies.

In particular, the Working Group reviews and cleans the national database on administrative procedures; reviews and restructures the administrative procedure process on the National Public Service Portal and the information system for handling administrative procedures at the ministerial level to reduce at least 20% of the information that must be declared when performing online public services; completes the review of at least 50% of internal administrative procedures under its management; proposes to simplify at least 20% of administrative procedures, reduce 20% of administrative procedure compliance costs, etc.
