According to the elders, Phu Liem village was formed around 1860, by some Duong people migrating from the northern provinces. In the past, this was a low-lying area with a sparse population. Thanks to the process of land reclamation, the population has gradually increased.
Before 1930 of the 20th century, the revolutionary movement against French colonialism among the people was quite active. In mid-1940, the movement against French colonialism tax arose among the people. At this time, Phu Liem village became a safe place to welcome high-ranking cadres to work, and at the same time, it was a place where revolutionary activists from Thieu Hoa district (old) hid whenever the French were hunting them down. At the end of 1940, Thanh Hoa Provincial Party Committee decided to move the printing office of Tu Do newspaper to Phu Hao and Phong Nien villages. The Party cell kept documents and printers in some families in Phu Liem and Phong Nien villages. From here, through Tu Do newspaper, the Party's revolutionary documents were secretly transferred to other places. During this period, Phu Liem village was also the place to nurture, hide, and protect many high-ranking cadres to work.
The event on the night of December 29, 1941, when the self-defense soldiers of Phu Liem village participated in distributing leaflets, together with the self-defense soldiers of Tong Coc and Bat Nao, hung two red flags with yellow stars and hammer and sickle flags on the banyan tree at the village entrance, created a great resonance, strongly affecting the revolutionary movement in the whole region. After the success of the August Revolution, together with the people of the whole country participating in two resistance wars against French colonialism and American imperialism, Phu Liem village had hundreds of young volunteers who went to defend the Fatherland, with 8 martyrs who died for national independence. The village had 6 Vietnamese Heroic Mothers, 30 families with meritorious services to the revolution, 2 families with meritorious services to the country. Many families and individuals were awarded many orders and medals of various types by the Party and the State.
Implementing Resolution No. 786/ND-UBTVQH14 of the National Assembly Standing Committee, Phu Liem village merged with Phong Nien village to form village 5, Tho The commune (old). Party cell secretary and head of village 5 Nguyen Xuan Hong said: The village currently has 147 households, with 815 people. People in the village always promote the spirit of solidarity, helping each other to develop the economy and build new rural areas. In economic development, people have introduced many new types of plants and breeds with high productivity into cultivation and livestock. Along National Highway 47, people invest in developing trade, services and construction. Therefore, the material and spiritual life of the people is increasingly improved, the average income per capita reaches 60 million VND/year. On average, each year, the village has more than 10 students passing the university entrance exam. Many children in the village have passed their studies and held important positions in state agencies, including 2 associate professors, 1 doctor... In the process of national renewal, generations of people in village 5 in general and Phu Liem village in particular have always promoted revolutionary traditions, together contributing to building the homeland and country to become increasingly rich, beautiful and civilized.
