This is a new way to bring public services closer to the people, serving the people more practically and effectively, especially in the initial stages of operating the 2-level local government model.
As planned, every Saturday morning in August and September 2025, the Inter-sectoral Working Group of Tu Son Ward People's Committee will go to neighborhoods far from the center, areas with a high concentration of workers, laborers and residents to organize reception, guidance and directly handle many types of administrative procedures on the spot.
Essential services such as: Birth registration, copy certification, residence confirmation, temporary residence - temporary absence registration, VNeID electronic identification account setup, personal digital signature... are deployed at mobile points with the spirit of "5 on-site".

At the Doi Soc Quarter Cultural House, the Inter-sectoral Working Group with more than 30 officials and civil servants from departments and offices of the Tu Son Ward People's Committee and the police force and organizations led by the Ward Public Administration Service Center directly supported the people. In addition to handling records, the Working Group guided citizens in using online public services, declaring records on the digital platform, and receiving feedback on the quality of administrative services.
Standing at the mobile administrative procedure settlement point in Doi Soc area to sign documents, Mr. Nguyen Duc Manh, Vice Chairman of Tu Son Ward People's Committee, Director of the Ward Public Administration Service Center said: "This activity concretizes the motto of "taking people as the center of service" to help all people have the opportunity to access public services equally and promptly, especially workers working in industrial parks, the elderly, and people who do not have the conditions to travel to the ward's administrative headquarters".

During the first deployment in Doi Soc neighborhood, the Working Group received 37 files, of which 34 files were processed on the spot, 3 files were scheduled to return results due to the need for verification or additional documents. 160 people were consulted and guided to carry out procedures and access online public services.

A quick survey of people’s satisfaction through 32 distributed questionnaires showed that the majority were “very satisfied” with the service attitude, processing time, clarity of the process and results received. There was no case of “very dissatisfied” response.
However, there are also some opinions, mainly that the elderly are not really satisfied with the criteria for applying information technology, reflecting difficulties when operating on digital platforms.
The program is expected to continue to be implemented in 7 residential areas: Xuan Thu, Rich Gao, Duong Loi, Long Vy, Trung Hoa, Phu Loc, Chua Dan and VSIP Industrial Park. At each location, local authorities will coordinate with mass organizations and postal and telecommunications enterprises to arrange facilities, ensure stable transmission lines, security, order and provide additional services such as information verification, support for non-cash payments, etc.
Tu Son Ward People's Committee will summarize and evaluate the effectiveness after each round of mobile administrative procedure settlement, promptly adjust and perfect the process, and replicate the model if appropriate and effective.
